Russia is attempting to defeat Ukraine from within. Ukrainian Ombudsman Dmytro Lubinets says the Kremlin is planning to stage “against the war” rallies across the country amid US-initiated peace talks, which haven't yet led to a ceasefire or peace deal.
This approach matches Russia’s methods of hybrid warfare used in Europe and the US.
The Kremlin is trying to exploit people's pain as tool of pressure
Lubinets says Russian intelligence services plan to organize protests in major cities, Odesa, Dnipro, Kharkiv, Mykolaiv, and Kyiv. These operations seek to create the impression of "public fatigue" and "demands for peace."
Russia aims to exploit human pain and vulnerability: they plan to recruit mostly women, including mothers of our soldiers, prisoners of war, and/or those missing in action, through material incentives.
"The enemy believes this will create the necessary emotional backdrop, ensure media visibility, and provoke public resonance,” Lubinets stresses.

He notes that, according to Russia’s plan, these actions are meant to become a tool for destabilizing the domestic political situation and pressuring Ukraine’s military-political leadership, especially amid active US-Ukrainian consultations regarding conditions for ending the war.
“We must clearly understand: Russia will continue to strike at what is most sensitive: trust, unity, and the families of our defenders,” Lubinets emphasizes.
