Ukrainians have chosen a name for the national AI. The winner of the vote for the large language model (LLM) is “Syaivo” or Shining, the Ministry of Digital Transformation reports.
By 2030, Ukraine aims to become one of the world’s top three leaders in artificial intelligence technology, said Defense Minister Mykhailo Fedorov.
Among the options were:
- Pytay (Question)
- Slovo (Word)
- Hoverla (Ukraine's highest mountain peak)
- Yadro (Core)
- Kavun (Watermelon)
“Syaivo” received 22,538 votes, becoming the first
“Over 136,000 Ukrainians participated in the vote and chose the winner. Syaivo is the first national large language model being created by the Ministry of Digital Transformation together with Kyivstar,” the Ministry’s statement says.
Earlier, the mobile operator Kyivstar was listed on the NASDAQ stock exchange. It specializes in trading high-tech company stocks and is the world’s second-largest exchange by market capitalization after the New York Stock Exchange.
According to the Ministry, 10 names reached the final round. The main selection criterion was uniqueness: ideas had to be original, without plagiarism or infringement of others’ rights. “Syaivo” received the most votes — 22,538.
National LLM to operate in public services, business, education, and defense
The national LLM will be used in public services, business, education, and defense, helping to process data faster, automate processes, and serve as the foundation for new digital products.
In Ukraine, data collection for training the national large language model (LLM) is ongoing, with beta testing planned for spring 2026. A group of experts is already developing tests to evaluate and improve the language model's quality. This will ensure the LLM remains effective and safe.
Ukraine is advanced in digital public services, particularly through state digital transformation. Ukrainians actively use local digital platforms such as Diia (digital documents and public services), Tryvoha (air raid alert system), and Helsi-Me (online healthcare). By 2026, 32% of public services are expected to be fully digitalized.
Kyiv plans to include AI assistants in Diia and initiatives in defense, science, and healthcare.
