Russia carried out targeted strikes on the Azerbaijan embassy in Kyiv, President Ilham Aliyev said during a panel discussion at the Munich Security Conference 2026 on 14 February. The embassy was attacked three times.
During the Soviet era, Azerbaijan, along with Ukraine, Kazakhstan, Moldova, and Georgia, was under Moscow’s control and subject to centralized governance. Now, these countries have begun helping each other to strengthen their sovereignty, enhance regional stability, and reduce dependence on external pressure.
After the first strike, Baku considered that it “could have been an accident.” Afterwards, Azerbaijan shared the coordinates of its diplomatic missions in Kyiv — the embassy, consular section, and cultural center — with Russia, RTVI reports.
“Despite this, two more strikes followed. This is a targeted attack on Azerbaijani diplomatic missions,” the Azerbaijani president emphasized.
Baku views the shelling of its embassy in Kyiv as an unfriendly step by Russia, Aliyev added. He recalled that the Azerbaijani Foreign Ministry previously summoned Russian Ambassador Mikhail Evdokimov and delivered a protest note regarding the missile falling on the embassy’s grounds.
Diplomacy under fire: what Aliyev and Zelenskyy discussed
On 14 February, Aliyev met with Ukrainian President Volodymyr Zelensky in Munich. Zelenskyy spoke about the consequences of Russian strikes on Ukraine’s energy infrastructure and thanked Azerbaijan for an energy aid package that included generators and transformers.
Aliyev emphasized that Baku considers the attacks on its embassy an “unfriendly step” and confirmed that diplomatic channels remained the only tool for response.
History of previous attacks and Moscow’s official position
This is not the first time Aliyev has accused Russia of strikes on Azerbaijani facilities in Ukraine. In August 2025, he described previous attacks as “targeted.” Earlier, SOCAR’s oil depot and a gas compressor station in Odesa Oblast were hit.
The Russian Foreign Ministry stated that strikes are carried out only on legitimate military targets, and regarding the embassy, Moscow claims the Patriot missile fell due to an error by Ukrainian air defenses.
After the incidents, SOCAR’s Ukrainian office reinforced Azerbaijani monuments in Kyiv and the region, and both sides continue exchanging diplomatic notes and explanations.
