Континент у вигляді першої імперії Наполеона програв. Але не перестав розвиватися і усвідомлювати та пробувати реалізовувати свої інтереси.

Наступною потугою, яка почала загрожувати тогочасній Імперії Світового океану – Британській імперії – стала об'єднана Отто фон Бісмарком Німецька імперія. Властиво доволі проблематично називати Німецьку імперію імперією. Тим більше – порівнювати її з першою імперією Наполеона, яка справді на імперських засадах об'єднувала таку різноманітну Європу. Німецька імперія творилася вже в епоху, коли поставали націоналізми. Німецька імперія вже не апелювала до ідеалів Великої Французької революції, традиції республіканізму чи по-наполеонівськи тлумаченого імперства. Вона апелювала до "німецькості" – мови, землі, крові, духу народу тощо. Тому Німецька імперія мала природні рамки. Вона була скута етнічним розселенням німецькомовного населення Європи.

Для того, щоб вийти за ці межі, їй була потрібна війна у Європі. Саме тому Німеччина спровокувала Першу та Другу світові війни.

Чи були вони неминучими? Звичайно. Це була чергова спроба Континенту об'єднатися. Однак від самого початку це об'єднання Європейського континенту (чи ширше – Світового острова) відбувалося на приречених на поразку основах. Німецький націоналізм не міг стати основою об'єднання Європи. Особливо у перверсивних нацистських формах.

Але ніщо не вічне.14 серпня 1941 року американська сторона обумовлювала свою допомогу Британії розпуском її колоніальної імперії. Міжнародні банкіри, які від початку ХХ століття перебралися з Британії у США, прагнули доступу до ресурсів і ринків, без посередництва адміністративних важелів британських колоніальних урядів. Британській імперії було підписано вирок. Вона стала Об'єднаним.

Та спроби об'єднати ресурси і потугу Світового острова не припинялися.

Принагідно тут можна згадати і реалізований Йосифом Сталіним (Йосиф Джугашвілі, 1879-1953) проект об'єднання Європи (принаймні частково) під протекторатом СССР. Хоча і цей проект базувався, як і нацистський, на неефективному комуністичному фундаменті, тому теж був приречений на поразку. Що і сталося з розпадом комуністичного табору та самого СССР.

Останньою і, здається, доволі успішною спробою об'єднати Європу став проект створення Європейського союзу.

Сучасне об'єднання Європи відбувається за інших обставин і на іншому фундаменті.

По-перше, у Світовому океані відбулися значні зміни. Формально за результатами Другої світової війни Британська імперія зникла. Однак не могли зникнути інтереси "народів моря". А отже, не могла зникнути й Імперія Світового океану. 14 серпня 1941 року Імперією Світового океану вже формально стали США.

США перейняли, продовжили і розвинули традиції Імперії Світового океану. На сьогодні, попри велике значення Світового океану як об'єднавчого чинника, розуміння простору, океану було переосмислене. Якщо колись це були саме моря та океани – Світовий океан у прямому сенсі слова сполучав Австралію, Велику Британію та Канаду, то тепер їх єднає багато інших океанів: інформаційний, ментальний, мовний, ринковий тощо.

На наших очах англійська мова стала мовою світу, на наших очах по всьому світу ширяться різного роду стандарти та формати, світ ментально стає ближчим. Постав світовий ринок – колись він тримався на дорогах та океанах, а тепер на Інтерненті та SWIFTі (Society for Worldwide Interbank Financial Telecommunications, Товариство всесвітніх міжбанківських фінансових телекомунікацій) – без них ми вже не можемо вести жодного більш-менш серйозного підприємництва. Світові океани тепер зовсім інші.

Сьогодні США єднають острови у Світовому океані, які ми називаємо континентами, по-іншому.

Світовий океан вихлюпнувся у космос – сьогодні ми банально поєднані не лише інформаційними каналами, але й системами GPS, без яких скоро взагалі не зможемо обходитися.

А що ж Континент, Світовий острів? Він, звісно залишився. Але він уже функціонує в інших контекстах – він не може ігнорувати того, що змінився сам Світовий океан.

Хоча у старому сенсі слова світовий острів складається з трьох головних складових: ЄС, РФ, КНР.

Вони є хребтом Світового острова у традиційному сенсі слова.

Але у новітньому сенсі слова і ЄС, і РФ, і КНР втягнуті/зв'язані цілою системою зв'язків через новітні об'єднуючі простори з сучасним Світовим океаном. Так само втягується у цей простір і решта світу.

Світовий океан трансформувався, тому і старий традиційний світовий острів змушений, хоче він того чи ні, інтегруватися у Новітню Імперію Світових океанів. І цією Новітньою Імперією Світових океанів вже теж не є тільки США – вона починає охоплювати весь світ. Вона є синтетичним тілом зі складною організацією, яка постає не з огляду на чиюсь волю – вона давно вже є об'єктивним світовим процесом. Дехто називає його глобалізацією.

Однак не всі розуміють, наскільки глибинно ці зміни міняють конструкцію світу. Наразі найбільше проблем є з застарілим мисленням режиму, що панує у Росії. Російська Федерація, хоче чи не хоче, неминуче інтегрується у Новітніх Світових океанах. Однак ретроградний режим Владіміра Путіна пробує мислити по-старому, повернути світ до старої геополітичної констеляції часів Маккіндера – він пробує ігнорувати новітні виміри Світового океану.

Причин цього багато – це і особиста неосвіченість російської провідної верстви, і особиста неосвіченість Путіна.

Але результатом цього всього є те, що Путін по-старосвітськи пробує зібрати нову континентальну коаліцію проти Новітньої Імперії Світових океанів.

А тому апелює до Китаю, апелює до частини Європи, пробує розколоти ЄС. Разом з тим шукають союзників і клієнтів/агентів серед європейських правих радикалів, які застрягли у націоналістичному минулому, європейських ліваків, які втратили зв'язок з реальністю, частини європейських корупціонерів і т.д.

На перспективу Новітня Імперія Світових океанів, звісно, інтегрує в себе партикулярні острови і їх уламки – як-от Північну Корею.

І ще раз підкреслю, що США наразі є центром цього інтеграційного процесу, однак цей процес, який ми поетично називаємо Новітньою Імперією Світових океанів, до них не зводиться – це загальносвітовий процес. Ми не знаємо навіть того, чи центром Новітньої Імперії Світових океанів буде англосаксонський світ. Можливо, Китай – чому ні? Вже сьогодні цивілізаційний і, відповідно, інтеграційний центр глобалізованого світу змістився з англо-саксонської північної Атлантики (ХХ сторіччя) у басейн Тихого океану – збулося передбачення Генрі Кісінжера сорокарічної давності. Тож Шанхай на перспективу може спокійно конкурувати з Нью-Йорком.

Однак на те, щоб центр Новітньої Імперієї Світових океанів змістився так, як передбачає Генрі Кіссінжер, ще потрібен час. А наразі ми маємо справу з рецидивом Путіна – рецидивом архаїчного підходу до облаштування світу.

Цей рецидив є спробою повернення до сформованої у Ялті 1945 року конструкції світу, яка була балансом Світового океану і Суші, США+, і СССР+.

І цього разу Україна опинилася між Новітньою Імперією Світових океанів і ретроградним режимом Путіна. А тому ми повинні розуміти і цілі, і можливості обох сторін протистояння. По-суті, розібратися з диспозицією сил.

А це диспозиція в морі, на суші, в повітрі, у інформаційному просторі, у світовій економіці, у культурно-ментальному просторі.

Це тільки кілька прикладів новітніх океанів, де точиться сучасна війна. Інструментів і просторів, які вони породжують, набагато більше, ось хоча б деякі з них: Hollywood, Internet, Facebook, Scype, Fashion, McDonald тощо – ось чому ми сьогодні маємо вести мову не про Світовий і підводні човни у ньому, а про Світові океани – світ розширився в інші виміри. І, відповідно, поширила свої впливи в і через них Новітня Імперія Світових океанів.

Якщо відійти від футурологічних візій до більш заземлених реалій заявленої теми – англосаксонських геополітичних трендів, то глобалістичний тренд Світових океанів є тільки одним із них. Новітня Імперія Світових океанів є тільки однією великою геополітичною ідеєю, якою були і є опановані спадкоємці Британської імперії – тепер це США+.

На Британських островах, які так чи інакше були ізольованими від континенту, процвітала і друга геополітична ідея, яка полягала в ізоляціоналізмі.

На Британських островах цей ізоляціоналізм має природну і глибоко в минуле закорінену традицію.

Цю ізоляціоністську ідею британські колоністи привезли з собою і у США. Врешті колонії Нової Англії розпочали свою незалежну політичну історію з відокремлення від Великої Британії. Значна частина історії США була історією ізоляціонізму. У світову історію як світовий гравець США ввійшли тільки під час Першої та Другої світових війн. За їхніми результатами США стали не лише гравцем світового рівня, а й світовим лідером – лідером дедалі складнішого інтеграційного процесу, який ми називаємо Імперією Світового океану.

Тоді ж було розбито і сподівання Німеччини (тоді нацистського Третього Райху) стати Континентальною Імперією.

Натомість після Другої світової війни цей план був реалізований, чи майже реалізований, СССР. СССР не лише окупував пів-Європи та чверть Німеччини, але й на якийсь час зблизився з КНР – і таким чином комуністичний континентальний проект охопив ледь не весь Світовий острів.

Economist Edward Lucas Attacks Russia's RT and Sputnik for "manufacturing lies" and those working there as "freaks and propagandists"

Russian state media have hit back strongly at British journalist Edward Lucas after he criticized them at the recent Munich Security Conference and suggested that journalists working for them should be ostracized. One top TV presenter went as far as to brand Lucas a "village idiot".

At a panel discussion at the annual Munich Security Conference on 6 February, Lucas, a senior editor at The Economist and author of The New Cold War, accused the Kremlin's international media operations, RT (formerly known as Russia Today) and Sputnik (rebranded successor to the Voice of Russia) of "manufacturing lies".

He said the people working for them were "freaks and propagandists", who should be the target of a campaign of ostracism, according to records of the discussion published by RT and Russian state news agency RIA Novosti.[1]

"If anyone puts a CV on my desk and on that CV I see they worked for RT or Sputnik or one of these things, that CV is going into the bin," Lucas said. He added that people in the West were wrong to see working for the Kremlin's international media as a "first stage on the career ladder". "It's not, it's the last stage," he told the Munich conference.

"Journalistic Joe McCarthy"

Russian state media came back, all guns blazing, with Lucas even getting a whole slot to himself on state channel Rossiya 1's weekly current affairs news roundup Vesti Nedeli.[2]

Outspoken host Dmitriy Kiselev, who is also director-general of Sputnik's parent company Rossiya Segodnya (which confusingly translates as Russia Today), hurled a whole fistful of epithets at Lucas – "odious British journalist", "hysterical Londoner" and even "village idiot" – while rubbishing his analysis of Russian politics and accusing The Economist of practising censorship.

RT responded more primly, saying it was "absolutely outraged" by Lucas's "specious attacks", which, it said, were particularly "despicable" as several of its journalists were daily risking their lives to "report on stories nobody else dares to touch".[3]

Sputnik also had Lucas in its sights, describing him in one article as a "journalistic Joe McCarthy" – a reference to the US senator who instigated a witch-hunt against Communist sympathizers in the 1950s.[4]

Lucas himself appeared to revel in the backlash, responding to Kiselev in kind.

"Better than a Pulitzer prize? i get prime-time abuse from vile Kremlin mouthpiece Kiselov," he tweeted.[5]

He could also take comfort from the support of fellow Twitterati, who suggested he had got under RT's skin.

US journalist Michael Weiss observed that Lucas had "figured out RT hacks' Achilles heel", while Times columnist Oliver Kamm said he had "badly wounded them".[6][7]

Writer and Russia watcher Ben Judah also weighed in, saying Lucas had put the wind up RT. "Experts should refuse to appear on RT – or any other? disinformation channel", he added.[8]

"Misinformation"

RT and its supporters also entered the fray on Twitter.

One of its contributors, Robert Bridge, accused Lucas of being "scared to hear another side of the story", while the channel itself suggested his attack on its journalists may have been provoked by recent criticism of The Economist on its show In The Now.[9][10]

In The Now dismissed as "absurd" a claim by The Economist that Russian state TV "conceals" bad economic news from its viewers. It showed excerpts from top TV bulletins talking about the collapse of the rouble to prove the contrary. It also said that the story of the rouble's woes and the looming recession had been well covered in Russian newspapers. To suggest otherwise, it said, was to promote "misinformation".[11]

It called its analysis of The Economist's coverage a "tutorial on how to write a propaganda article".

But RT's criticism of The Economist was itself guilty of omission and distortion.

For example, it made no mention of the fact that on the day in mid December when the rouble tumbled by some 10 per cent, Rossiya 1 main news had ignored this story altogether.

Also, it illustrated its claim about the Russian press's economic coverage with screenshots not from leading newspapers but from news agencies and websites, one of them a little known business portal from the Volga republic of Tatarstan.

The panel discussion at the Munich conference, which also featured NATO commander and US general Philip Breedlove and Norwegian Defence Minister Ine Eriksen Soreide, looked more broadly at the issue of hybrid warfare and the role played in it by different media organizations.

According to a report by Judy Dempsey on the Carnegie Europe website, the participants said that one of the reasons why RT and its ilk have been able to make such an impact is the cutbacks at top Western international media, such as the BBC World Service and the Voice of America.[12]
