Ukrainian President Petro Poroshenko presented the peace plan for the regulation of the situation in the east of the country at the meeting with the representatives of the legitimate government of Donetsk and Luhansk oblasts.
“During the meeting the head of state presented 14 points of the peace plan in the east of the country. In particular, Poroshenko emphasised the importance of amending the Constitution of Ukraine to decentralise the government. The President noted that the according project of the amendments to the Main Law will be sent for examination by the Venetian Committee,” repors the press service of the head of state.
“Our goal is not war, our goal is peace!” Emphasised Poroshenko.
“A key element: the President is voluntarily giving up the power to appoint the heads of the oblast and district state administration, local elections are held, and the chosen members form the local council which, in its stead, forms the executive committee,” stated the head of the country.
Poroshenko notified that in order to renew the Donbas economy, a program to create new jobs in the East of Ukraine with prospective investments and a project for a program for economical reconstruction of the region have been created in collaboration with EU partners.
During the meeting the President emphasised that part of the state taxes has to remain at the disposal of the local government. “In particular, 25% of the VAT has to remain in order to become a stimulating factor,” said Poroshenko.
Earlier the President of Ukraine Petro Poroshenko spoke about the details of his peace plan, among which are the closing of the border, a ceasefire, disarmament and amnesty to those who did not commit grievous crimes. Poroshenko also noted that the Ukrainian side will temporarily cease fire in the east in order to give the members of illegal armed formations to disarm, and the Russian mercenaries – to leave the country.
