“As a result of a chain of political events, including those inspired from outside the country, Ukraine is in grave danger of losing its territorial integrity,” Kolomoysky says.
Since the scenarios for this threat will be played out first of all in the southeast oblasts, Kolomoysky argues for the absolute necessity of creating a coordinating body to ensure organized and effective work by the governors in these areas.
“I propose that very soon we create a Board of the Governors of Southeastern Ukraine and include the heads of the oblast administrations of the Kharkiv, Dnipropetrovsk, Donetsk, Luhansk, Zaporizhzhia, Kherson, Mykolayiv and Odesa oblasts,” he says.
According to Kolomoysky, the main task of the Board of Governors would be to create the necessary conditions for holding transparent and honest presidential elections in Ukraine on May 25, 2014, under the supervision of international observers.
He proposes incorporating the command of the Territorial Defense of the Southeastern Oblasts as a working body of the Board of Governors with headquarters in Dnipropetrovsk. The actions of the local government would be coordinated with the Security Service and the Interior Ministry through the Territorial Defense as part of the larger struggle with separatism and the subversive activities of illegal powers.
In addition, members of the Board of Governors would be able to develop consistent proposals on decentralizing power in Ukraine and increasing the role of local authorities as a basis for harmonizing relations between the center and the regions, Kolomoysky says.
“Proposals may be issued in the form of a project for a new draft of the Constitution of Ukraine,” he explains.
As had been reported, on May 11, separatists in the Luhansk and Donetsk oblasts are preparing to hold an illegal referendum on the federalization of Ukraine.
