Russian presidential spokesperson Dmitry Peskov indicated that the Kremlin is open to examining Ukrainian President Volodymyr Zelenskyy’s victory plan only when it is released through “official sources,” according to Russian state-owned media TASS and Interfax Russia.
While specific details of Ukraine’s “Victory Plan” remain confidential, Bloomberg reported that during his US visit, Zelenskyy is expected to advocate for Ukraine’s NATO and EU membership, push for economic and security partnerships, and seek continued supplies of advanced weaponry.
“If and when some information appears through official sources, we will, of course, study it carefully,” Peskov told journalists, as reported by Interfax Russia. However, he did not specify what would constitute an official source in this context.
Peskov added that the Russian leadership does not consider it feasible to analyze Zelenskyy’s proposal based solely on media publications.
“For now, there is a lot of different, including contradictory and unreliable information. We are very restrained about this,” he said.
Zelenskyy will present the plan to US President Joe Biden during their meeting in Washington on September 26. He will also show it to presidential candidates Kamala Harris and Donald Trump.
This plan, which is crucial for Ukraine’s strategy during and after the war, heavily relies on US support. Zelenskyy emphasized that US involvement is essential for ensuring Ukraine’s defense and rebuilding efforts, and he aims to engage both current and potential future American leaders.
The Ukrainian President’s Office has stated that the plan is predicated on Ukraine receiving permission from foreign partners to conduct long-range strikes on Russian territory. Zelenskyy stressed that US and UK restrictions are based on fears of escalation with Russia but believes dialogues with President Biden could shift this stance.
Zelenskyy has also reiterated Ukraine’s stance that territorial integrity is non-negotiable, and the country will not trade land or people in peace negotiations.
