Ukraine has pledged to use cluster munitions while adhering to five key principles, including the prohibition of their use in cities and on Russian territory, as well as keeping track of affected areas.

The first principle outlined by Ukraine’s defence minister Oleksiy Reznikov states that Ukraine will utilize these munitions solely for the purpose of liberating its internationally recognized territories. They will not be employed on officially recognized Russian territory.
The armed forces of Ukraine are committed to refraining from using cluster munitions in urban areas. These munitions will only be utilized in regions where Russian military concentrations are present, with the aim of breaking through the enemy’s defensive line.
Ukraine will keep a strict record of the use of this weaponry and the specific zones in which it is employed. Based on these records, the territories that are de-occupied and victorious will be given priority for demining purposes. Ukraine will also inform its partners about the use of these munitions and their effectiveness.
