Bavarian police arrested a Ukrainian and a Latvian on 12 April after a routine A6 traffic stop turned up a drone, GPS trackers, radios, and forged IDs. Prosecutors allege sabotage-linked espionage.
Authorities grounded flights on 18 October night after back-to-back sightings of suspected drones circling the runways, but no objects or suspects were found.
According to the German news outlet, that would mean 1.2 million people across Germany, most of them women and children, and up to 200,000 people in Bavaria.
