US approves potential $108.1 million sale to sustain Ukraine’s FrankenSAM HAWK

The US Department of State has approved a possible Foreign Military Sale to Ukraine worth an estimated $108.1 million for sustainment equipment supporting FrankenSAM HAWK missile systems, according to a May 2026 release from the department's Bureau of Political-Military Affairs.

The sustainment package is the third major HAWK FMS for Ukraine in two years. Washington is continuing to fund maintenance of a 1960s-era US system that Ukrainian crews have adapted into hybrid configurations against Russian drones and cruise missiles.

The package supports a system Ukrainian air defense forces are operating in active combat. Soldiers of the 208th Kherson Anti-Aircraft Missile Brigade were photographed using an MIM-23 HAWK launcher on Ukraine's southern front on 30 March 2026, Suspilne reported.

What Ukraine requested

The Ukrainian government asked to buy erectable mast trailers; major modifications and maintenance support; spare parts, consumables, and accessories; and repair and return support for the FrankenSAM HAWK missile systems, the State Department said. The agreement also covers US government and contractor engineering, technical, and logistics support services, along with other related elements of logistics and program support.

Sierra Nevada Corporation, based in Englewood, Colorado, will serve as principal contractor for the effort, the State Department said.

Stated rationale and impact

The sale will support US foreign policy and national security objectives by improving the security of a partner country that is a force for political and economic stability in Europe, the department said.

The deal will improve Ukraine's capability to meet current and future threats by further equipping it to conduct self-defense and regional security missions with a more robust integrated air defense capability, the State Department said.

Ukraine will have no difficulty absorbing the equipment and services into its armed forces, the department said. The proposed sale will not alter the basic military balance in the region, and the transfer will have no adverse impact on US defense readiness.

The HAWK system

The HAWK is a semi-stationary medium-range surface-to-air missile system in service with about 20 countries, Suspilne reported.

It can engage targets at ranges of 45 to 50 km and altitudes up to 20 km, with a missile guided by a semi-active homing head traveling at Mach 2.4.

FrankenSAM is the US-Ukrainian program that adapts Ukrainian Soviet-era launchers to fire Western missiles, or modifies US systems with locally produced components. The May 2026 release is the first DSCA notification to use the 'FrankenSAM' designation for HAWK sustainment, where earlier packages were notified as 'HAWK Phase III
