US envoy names Norway, Netherlands, Germany as PURL program leaders with $4.5 billion in weapons commitments

US envoy names Norway, Netherlands, Germany as PURL program leaders with $4.5 billion in weapons commitments

US Ambassador to NATO Matthew Whitaker identified Norway, the Netherlands, and Germany as the three NATO member states providing the most support to Ukraine through the PURL program. In six months since the initiative's launch, allies have committed to purchasing over $4.5 billion worth of American weapons, Suspilne reports.

Twenty-one NATO member countries and two partners—Australia and New Zealand—have publicly declared their support for the initiative, Whitaker said during an online briefing.

"Norway, the Netherlands, and Germany have not only made significant contributions but have also actively encouraged others to follow their example. I want to thank them for their leadership in this initiative and call on all allies to step up," the US Ambassador to NATO said, according to Suspilne.

New commitments under the PURL program will be announced at the NATO ministerial meeting on 12 February, Whitaker added. According to him, the program allows allies to assume financial responsibility for long-term security assistance to Ukraine while utilizing American technology.

The Prioritized Ukraine Requirements List agreement between the US and NATO was signed on 14 July 2025. The deal allows European countries to purchase American weapons for Ukraine using their own funds. NATO Secretary General Mark Rutte said the agreement could provide Kyiv with large quantities of air defense systems, missiles, and ammunition.

Denmark allocated approximately 580 million Danish kroner through the initiative, Sweden contributed $275 million, and Norway around $135 million. The Netherlands previously funded the first PURL aid package worth €500 million. Germany has also joined the program.

On 18 September, a NATO representative said that the first military equipment under the US-NATO PURL agreement had arrived in Ukraine, with further deliveries expected soon.

After meeting with Rutte on 24 September, Ukrainian President Volodymyr Zelenskyy noted that two months after the PURL program's creation, its funding had reached $2.1 billion. Rutte emphasized the importance of increasing both the number of contributions and participating countries.

On 3 December, Secretary Rutte announced that Alliance countries and partners had already committed over $4 billion in aid to Ukraine through the PURL mechanism.
