Nearly 9,000 Kyivans seek warmth as capital faces worst power, heating crisis — Zelenskyy

President Volodymyr Zelenskyy announced that Kyiv faces the most severe situation among Ukrainian regions for electricity and heating, with over 200 warming centers operating in the capital that served nearly 9,000 people in the past 24 hours, according to his Telegram statement.

"Right now, the situation in Kyiv remains the most challenging in terms of most indicators. This applies to both electricity and heating," Zelenskyy said.

The government is scaling up repair crews to assist the capital. Ukrzaliznytsia will increase its teams from over 40 to 60 brigades specifically deployed to work in Kyiv. Naftogaz will also add crews to support the city's recovery efforts, the president reported.

The State Emergency Service is forming reserve consolidated energy groups to quickly reinforce existing capabilities across regions. Nearly 40,000 "Warmth Packages" have been distributed this week in the hardest-hit areas.

Recovery operations continue in Kyiv, Sumy, Chernihiv, Kharkiv, Zaporizhzhia, Dnipropetrovsk, Poltava, and Donetsk oblasts, as well as in western and southern oblasts including Vinnytsia, Ivano-Frankivsk, Lviv, Volyn, Kirovohrad, Odesa, Kherson, and Mykolaiv.

Railway infrastructure remains under daily Russian attack. A strike hit the Chernihiv Oblast today, targeting a train scheduled to carry passengers. Previous strikes this week damaged railway infrastructure in Kharkiv and Dnipropetrovsk regions. Ballistic missiles struck Kyiv region again today, Zelenskyy said.

"No country in the world should be left alone and without assistance under such strikes and in such a war," the president stated, emphasizing the need for daily air defense missile supplies and protection against Russian ballistic attacks.

Zelenskyy recognized 15 State Emergency Service employees by name for their work at energy facilities under fire, including Vasyl Vashchenko, Serhii Hubenko, Ruslan Dubyk, Maksym Yepifanov, Serhii Kovalchuk, Anatolii Kolomiiets, Oleksandr Kozhara, Oleksandr Mykoda, Ruslan Plakhtiienko, Volodymyr Strilchuk, Ivan Tymchenko, Dmytro Tkachenko, Ivan Khmelnytskyi, Yevhen Shepetun, and Mykhailo Chornokalov.

"Thank you, guys – and thank you to all your colleagues, to each and every person whose work is helping Ukraine withstand these days, this winter," Zelenskyy said.

The president added that the coming weeks will be active in work with partners and stressed that "results are needed."

On 8 February, Zelenskyy stated that "there is no slavery" in Ukraine and that everyone with permission can freely leave the country.
