Russian indiscriminate shelling kills a child in northern Ukraine

On 28 November, Russian indiscriminate shelling killed civilians in Seredyna-Buda in the Sumy Oblast (northeastern Ukraine), the Sumy Oblast Prosecutor’s Office reported.

On 28 November, at about 12:30 am, the Russian military shelled civilian infrastructure in the Sumy Oblast with artillery, killing two women and a 7-year-old girl, the Sumy Oblast Prosecutor’s Office reported. Three men were injured.

“Using methods of warfare prohibited by international law, Russian troops fired at the civilian infrastructure of the town of Seredyna-Buda with a multiple-launch rocket system (MLRS). As a result of the attack, at least five private houses were destroyed, and the bodies of two dead women and two wounded men were pulled out of the rubble. Also, a civilian man and his 7-year-old stepdaughter were wounded in their car. The girl later died in hospital,” the Sumy Oblast Prosecutor’s Office reported.

Seredyna-Buda is a town of around 7,500 residents. It is located less than three kilometers from the Russo-Ukrainian border. Russian troops regularly shell residential areas of this Ukrainian border town, using mortars and multiple rocket launchers, causing civilian casualties.

Russian multiple-launch rocket systems fire cluster munitions. Using cluster munitions against residential areas is a war crime.

Under the procedural supervision of the Sumy Oblast Prosecutor’s Office, a pre-trial investigation is being conducted into the violation of the laws and customs of war combined with premeditated murder (Part 2 of Article 438 of the Criminal Code of Ukraine).  Prosecutors, in cooperation with other law enforcement agencies, are documenting the consequences of the shelling.
