The Swiss foreign ministry confirmed that the contours of a protecting power mandate had by now been worked out. This means Switzerland and Ukraine have agreed Switzerland will represent Ukrainian interests in Russia. This was done first of all to protect interests of Ukrainian citizens in Russia. However, Russia still has to agree on this role of Swiss embassy.
