Brothers and sisters!

Here’s the Summary for September 10, 2014 (for previous summary, please see Summary for September 9, 2014).

The bad news:

1. The border guards claim Russian troops are carrying out constant air surveillance of our troops near Mariupol and on the administrative border of Crimea. Within only the last day, Russian intelligence drones were seen twice: one near a checkpoint by Mariupol and the other on the border of Kherson Oblast [region] near the Chonhar checkpoint.

According to our data, the border guards do not shoot down the Russian drones for one simple reason. While earlier they worked at an altitude of 300-500 meters, they could be downed using sniper weaponry, now the Russians are launching their devices at an altitude of more than 1000 meters. Meanwhile, the border guards have no air-defense weaponry to destroy targets at this altitude.

However, the very fact of active intelligence work on locations where the Russians are currently concentrating their forces, is very bothersome. It’s clear to everyone what this smells of. Although, our security forces do state they will provide defense to the administrative border with both Crimea and Mariupol.

2. The media reported: Cherkasy Battalion, in almost its entirety (over 400 people) refused to carry out a military task and move to the front line. Their argument: the battalion was not given heavy weaponry. They say Cherkasy was sent to the roadblock near Donetsk armed only with machine guns.

I understand that the sympathies of masses of Ukrainians in this situation lie on the side of the refuseniks, but let’s face it: I wonder where in the general military code, in the section on appealing orders, there is a line to the effect that if you don’t like an order, you should immediately call the journalists and cause a nationwide scandal? I wonder who of the high commanders was informed about the situation before this story swept the media’s attention? From this it follows that the fighters, armed solely with machine guns, are being left alone without cooperation with other departments, to fight against ‘enemy Grads and the artillery?’ There is a sea of questions.

We must remember that such stories are a reliable tool to demoralize not only the personnel of other departments but primarily, those who have just been mobilized. They are convinced long before they are sent to the conflict zone that they were betrayed, ‘flushed away,’ and in general one can come up with a thousand and one reasons and refuse to fight at all. In order for it to work, one just needs to invite the press and cause a scandal, while even turning into heroes.

The military command should comment on such instances immediately, in order to make everything clear. Or better yet: solve these problems during work hours.

The good news: 

1. The OSCE notes an increase in the flow of people in military uniform from Ukraine to Russia. They say, since the beginning of the ceasefire, Putin’s warriors are fleeing home.

Earlier, President P. Poroshenko stated that, according to military intelligence data, Russia has withdrawn 70% of its troops from the Donbas.

We are a little less optimistic. The removal of a fixed number of troops is obvious, however it is difficult to argue that the Russians do not use the ceasefire to rotate their units who got it pretty good from our troops in recent battles before the Minsk protocol was signed. And therefore, it is better to wait before celebrating. Especially because, while Russian troops are leaving the northeastern conflict zones, they are accumulating in the south, in the direction of Mariupol.

What we don’t like even more is the flow of Russian fuel tankers coming from Russia to Donbas. God knows, hopefully the Russian occupants need the fuel to leave Ukraine, and not for [further] offensive operations.

    January 2 – Aamphibious self-propelled howitzer 2S1 "Gvozdika" has been recorded south of Starobeshevo (4 "Gvozdika" howitzers and several KAMAZ trucks with ammunition).

    January 2 – Close to the town of Tryokhizbenka the terrorists have again started to practice "wandering tanks" tactics (they are using these tactics near Donetsk airport as well). Tank crew mostly consists of regular military of Russian Federation.

    January 2 – The enemy has relocated an artillery group to its first line near the town of Granitne.

    January 2 – Among the terrorists killed during an attack in the village of Pisky (close to Donetsk airport) 4 marines of the Russian Black Sea Fleet were identified, – informs "Information Resistance" group.

    January 2 – Pro-Russian terrorists of the so-called "DNR" are mobilizing underage children into their gangs. This was announced by ATO spokesman Andriy Lysenko during the traditional Friday briefing: "According to the reconnaisance, with the goal of completing the evident gang formations, which the leadership of the so-called "DNR" is carrying out on the occuppied territories of the so-called "volunteer" mobilization of the local residents between the age of 16-18," he said.

    Lysenko reminded that the involvement of under-age children in participating in the army actions and army services is a deep violation of the International Humanitarian Legal Law, especially Article 38 of the United Nations Convention on the Rights of Children.

    Janaury 1 – In 2014 Russia established a series of anti-records. The gross national product of Russia, as of November 2014, for the first time since 2009 went into a minus level, the decrease constituted 0.5%.

    This is not the only anti-record of the year – on December 15th, the exchange rate of a ruble to he dollar of the year had n a few hours decreased more than 8.5%. Until that moment the Russian money from the beginningof the year had devalued almost twice the amount.

    The devaluation of the Russian ruble was preceeded by the lowering of gas prices throughout five months – due to the strengthening of the sanctions by EU and USA and Russian "anti-sanctions".

    The decisions of the countries of Organization of the Petroleum Exporting Countries (OPEC) to not decrease the quota of procuring gas, deteriorated the situation. After that the price for raw materials decreased, speeeding up the loss of capital from Russia and the inflation of the ruble.

    The gold currency reserves of Russia continued to decrease, while the rating of support for Putin's actions, increased. The beginning prognosis to the end of the year was increased almost twice – from 4.8% to 9%. Realistically, as the Russian Minister of Finances Anton Syluanov stated on December 25th, "according to the year's summary, most probably the inflation will quickly rise to 11.5%, and possibly even somewhat higher."

    February 23: UN peacekeeping mission to Ukraine is possible – said German Foreign Minister Frank-Walter Steinmeier

    Le 23 février – "Au cours des dernières 24 heures, deux soldats ukrainiens ont été tués dans la zone d'opération anti-terroriste, dix autres sont blessés." a déclaré le colonel Valentyn Feditchev.

    Le 23 février – "La Russie n'a pas su instaurer la trêve après les accords de Minsk-2, alors nous devons envisager des sanctions plus lourdes et la livraison d'armes à l'Ukraine." a déclaré l'eurodéputé Jacek Saryusz-Wolski "Bruxelles doit comprendre qu'il est temps d'imposer plus de sanctions et d'autres mesures contre la Russie. Il s'agit de livrer des armes de haute technologie à l'Ukraine – des missiles de précision, des missiles anti-char, de l'équipement anti-aérien, des armes que possèdent principalement les Français, les Britanniques et les Américains."

    Le 23 février – "Si les accords de Minsk ne sont pas respectés, nous risquons de voir la déstabilisation d'autres régions en Ukraine." – déclaration du ministre des Affaires étrangères de la Roumanie, Bogdan Aurescu. Il fait surtout référence aux régions voisines de la Roumanie – la Bessarabie, la Bucovine et la Transcarpatie.

    Le 23 février – "Le gouvernement fédéral de l'Allemagne s'inquiète que le cessez-le-feu ne soit pas respecté." a déclaré le porte-parole du gouvernement allemand, Steffen Seibert.

    January 24: Pussian terrorists have attacked densely populated areas of the city of Mariupol

    January 24 – Representative of Ukraine to the EU, Ambassador Kostiantyn Yelisieiev has stated that there is a need for an emergency meeting of the European Council and Foreign Affairs Committee of the European Parliament. "In connection with today's attack on Mariupol by the militants and as part of démarche addressed to High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini, the Representative of Ukraine to the EU Kostiantyn Yelisieiev has urged the EU to provide a resolute assessment of further deterioration of the situation in eastern Ukraine, amid an actual refusal of the militants to adhere to Minsk Agreements". Ukrainian Foreign Ministry has also issued a statement saying that such an attack on Mariupol along with attacks in Volnovakha and Donetsk provide the evidence needed to recognize so-called People's Republics of Donetsk and Luhansk as terrorist organizations.

    January 24 – ATO forces have killed 265 militants in the last 24 hours, – stated the Minister of Defence of Ukraine Stepan Poltorak during a meeting of the operations center under the chairmanship of Prime Minister of Ukraine Arseniy Yatsenyuk regarding the situation in Mariupol. Disabled also were 14 tanks, 43 armored combat vehicles, 14 MLRS "Grad" and "Uragan", 28 self-propelled guns, 19 vehicles of the enemy.

    January 24 – Terrorists of the "People's Republic of Donetsk" have attacked densely populated areas of the city of Mariupol. The time of the attack they selected was also to ensure a large number of victims among city residents. Three MLRS "Grad" released full service rounds aiming at the city – overall 120 rounds. 27 were killed and approximately 100 injured.

    January 24 – 800 to 1000 local pro-Russian collaborators and Russian mercenaries are trying to aggravate the situation in Mariupol. They want to break into the city.

    January 24 – True Putin's "peace plan" was finally published. In his "peace letter" to the President of Ukraine Petro Poroshenko, Vladimir Putin has offered to move away from the boundary line in the conflict zone, which was previously agreed upon in the unpublished annex to Minsk Memorandum, and legitimize the "actual" boundary line in favor of Russia and its collaborators from so called People's Republics of Donetsk and Luhansk.
