The Federation Council adopted a law that strengthens criminal penalties for the organization of mass disturbances and terrorism.
The law was adopted on Tuesday, April 29, reported RIA Novosti.
In addition, the law expands the authority of the Federal Security Service (FSB) in the sphere of combating terrorism, and introduces a sentence of life imprisonment for a range of crimes of a terroristic nature.
In particular, FSB officers have the right not only to examine identity papers, but also to conduct personal examinations of citizens and their belongings and transport inspections.
A new body of crimes has been introduced to the Criminal Code: the organization of crimes of a terroristic nature and the funding of terrorism.
These crimes are punishable by 15-20 years or life imprisonment.
Terrorism training, organization of terrorist communities and participation in them, hostage taking, and hijacking an airplane or train (if they are connected with the commission of a terrorist attack) are punishable by 15 to 20 years in prison or life imprisonment.
The law also strengthens the penalty for organizing mass disturbances.
According to the text of the document, organizing mass disturbances accompanied by violence, pogroms, arson, destruction of property, use of weapons, explosives, poisonous substances or other substances or objects that are dangerous to others, or armed resistance to the authorities, or preparation for the organization such mass disturbances, or participation in them, will be punishable by imprisonment for 8 to 15 years.
In addition, training for the purpose of organizing mass disturbances or participating in them is punishable by imprisonment for a term of 5 to 10 years, along with a fine in the sum of 500,000 rubles or in the amount of the salary or other income of the convicted person for a period of 3 years, or without it.
Exemption from liability is assumed if a person committing this crime informs the authorities on his training to organize mass disturbances, and this information facilitates investigation of the crime or reveals other persons involved in the training.
Responsibility for recruitment
The Administrative Crimes Code is supplemented with a new article: ‘Providing financial support for terrorism.’ This article introduces a penalty for legal entities of 10 to 60 million rubles.
Excluded are any statutes of limitations for crimes of a terroristic nature.
The law also specifies the powers of the executive bodies of the Russian Federation in the sphere of counterterrorism.
The law awaits the signature of the Russian Federation President.
