French government think tanks have issued 50 recommendations to combat “information manipulations." The recommendations are part of an exhaustive new study "Les manipulations de l'information. un défi pour nos démocraties" ("Information manipulations. A challenge for our democracies") published by the Center for Analysis, Planning, and Strategy (CAPS) — attached to the ministry of foreign affairs — and the Institute for Strategic Research of the Military School (IRSEM) — attached to the ministry of the armed forces.
The recommendations are collected in a separate section of the study, each item has been formulated as a short statement with a more detailed explanation. General recommendations are:
- Define and clearly distinguish terms
- Do not minimize the threat
- Avoid the short terms
- Strengthen the resilience of our societies
- Do not abandon the web to extremists
- Do not give in to the temptation of counter-propaganda
- Do not believe in technological solutionism
