Ukrainian drones struck the Stavrolen petrochemical plant in Budyonnovsk, Russia, overnight on December 23, sparking a large fire, according to videos shared by the Telegram channel Exilenova+.

Ukraine has repeatedly targeted industrial and military-adjacent sites in Russia to disrupt the production of materials and components that can be used for military purposes, including weapons, drones, and other equipment. Strikes on such facilities aim to slow Russia’s ability to supply and sustain its armed forces.

Large fire seen in industrial zone

Footage shows flames across the industrial site, while local authorities confirmed a fire in the industrial zone but said no casualties were reported. Stavropol Governor Vladimir Vladimirov did not specify which facility was targeted, but monitoring groups and local sources identified the plant as Stavrolen.

Budyonnovsk is located roughly 600 kilometres from the nearest point on the Ukraine-Russia border.

Lukoil plant produces materials with military applications

Stavrolen, part of the Lukoil group, is a major producer of polyethylene, polypropylene, benzene, and vinyl acetate. The plant reportedly produces around 340,000 tons of ethylene, 319,000 tons of polyethylene, and 113,000 tons of polypropylene annually. 

While the products are officially for civilian use, similar facilities in Russia supply materials used in military applications, including insulation for UAVs, missiles, and electronic warfare systems.

Second strike in six weeks

This is the second Ukrainian drone strike reported at Stavrolen in recent months; a previous attack on November 12 also caused a fire at the plant. 

Russian authorities said 29 drones were intercepted or shot down over Russia overnight, including seven over Stavropol Krai. Governor Vladimirov said residential areas and city infrastructure were unaffected.
