Ukraine’s leadership plans to disclose its strategy for victory while maintaining secrecy around sensitive details, says top official Andriy Yermak.

President’s Office Head: Ukraine to reveal victory plan, keeping crucial details confidential

Ukraine’s plan for victory, initiated by President Volodymyr Zelenskyy, will be presented to the public, but not in its entirety, President’s Office Head Andriy Yermak said to RBC-Ukraine.

Zelenskyy visited the US on 22 September, just before the presidential election, and met with key figures, including Biden, Harris, and Trump. The main goal of this visit was to present the victory plan, which was focused on acquiring more weapons and lifting restrictions on long-range missile use, which Western allies have been reluctant to approve due to fears of escalation with Russia.

Ukrainian President Volodymyr Zelenskyy’s spokesperson, Serhii Nykyforov, asserted that American officials showed “great interest” in Ukraine’s victory plan and that the plan was received “constructively and considered” by them. 

According to Yermak, the president’s plan should have been presented to Ukrainians after being shared with Western partners, but certain document provisions will remain secret.

He explained that some stages of the victory plan are “sensitive in nature,” and certain details must be kept confidential to prevent information from reaching Russians.

The official expressed confidence that Ukrainian citizens would understand the necessity of concealing certain aspects of the victory plan.

Zelenskyy explained that the plan includes a series of decisions to be implemented by the end of 2024.

Yermak added that the plan includes specific steps aimed at ensuring a just and sustainable peace, including an invitation for Ukraine to join NATO. He also mentioned that the presentation of the plan would help Ukraine understand whether its allies are ready to support its path to victory.

Russian presidential press secretary Dmitry Peskov claimed earlier that the Kremlin is prepared to study the Ukrainian plan if it is published through official sources.
