State Department spokesman Ned Price said “analogous measures” are considered for Russia in place of sponsorship of terrorism designation to avoid "unintended consequences" but put pressure on the aggressor.
His statement comes after two senators introduced legislation designating Russia sponsor of terrorism bypassing the Department of State that didn't want to designate Russia as a state sponsor of terrorism, saying this will negatively impact grain trade in the Black Sea.
