"This is a serious and irresponsible breach of nuclear safety rules, example of Russian disregard for international norms," High Representative of the EU for Foreign Affairs and Security Policy Josep Borrell wrote on Twitter.
He also called for access to the Zaporizhzhia NPP to representatives of the International Atomic Energy Agency.
