ICRC says it didn't guarantee safety of Ukrainian Azovstal POWs once in enemy hands: it is Russia's obligation.
In a statement, the International Committee of the Red Cross they still do not have access to all POWs in the Olenivka colony, including the defenders of Azovstal, as the Geneva Conventions oblige.
