Note by Yanukovych. “I, the President of Ukraine, as of 24 February 2014, renounce state protection according to article 8 of the Law of Ukraine “On the state protection of state authorities and office-holders”.

(Approx. 10 AM, Feb. 24, 2014).

The Head of the Security Service of Ukraine Valentyn Nalyvaychenko and I spent the whole night settling the situation in Sevastopil and… searching for the former President of Ukraine.

On Friday, February 21, V.F. Yanukovych, accompanied by A.P. Klyuyev, left Kyiv by helicopter for Kharkiv, where Yanukovych intended to take part in the Congress of the Deputies of the Party of Regions.

On Saturday, February 22, having spent the night at the state residence in Kharkiv, Yanukovych refused to participate in the congress, recorded a video message and flew to Donetsk Airport by helicopter.

Upon arrival at the airport with his security officers, he left the helicopter and boarded a Falcon-type aircraft. He then attempted to take off. The Border Guard Service did not allow him to leave.

Yanukovych then left for the state residence in Donetsk where he stayed for several hours. Late in the evening of February 22, unaccompanied by the State Traffic Patrol, Yanukovych’s motorcade left for Crimea. On Sunday, February 23, he arrived in Crimea. He stayed in a private holiday center, deliberately ignoring the special state facilities including a presidential state dacha where he had originally planned to arrive.

Having learnt about A.V. Turchynov’s appointment as acting President of Ukraine by the Verkhovna Rada (Ukrainian parliament) and about the departure of the newly appointed heads of the Interior Ministry and Security Service of Ukraine to Crimea, Yanukovych hastily left the holiday center and headed towards Belbek Airport where Nalyvaychenko and I had already arrived.

23:50. Before reaching the airport, Yanukovych rested at a private residence near Balaklava. He gathered his security officers and asked “who would be accompanying him further” and “who would stay there.” Some of the Department of State Guards wished to “stay there.” Yanukovych said goodbye to them and officially renounced State protection (scanned document attached).

The State Guard who refused to follow him confiscated all state weapons for further transfer to the Crimean branch of the State Guard.Accompanied by A.P. Klyuyev and the remaining security guards, Yanukovych and his entourage left in three cars in an unknown direction, turning off all forms of communication.

Morning update: A criminal action on the mass murder of civilians has been initiated by the Verkhovna Rada of Ukraine. Yanukovych and several other officials have been PUT ON THE WANTED LIST.
