Here’s the Summary for July 28, 2014 (for previous summary, please see Summary for July 25).

The bad news:

1. Nevertheless, “Putin’s distemper” is a very cruel thing. And it seems that the Head of the Russian Foreign Ministry Sergei Lavrov is somewhere at its penultimate stage.

It is difficult to say whether he still recognizes his wife or if he can defecate by himself, but he is absolutely sure that what is happening in Ukraine is directed against Russia. In particular, Lavrov claimed today that the Maidan that took place in Ukraine is a “geopolitical project against Russia.”

I understand that all the free-from-lying time Mr. Lavrov has, he spends shaking up cupboards and peeking under sofas looking for Banderites and CIA agents.

I think it is no longer possible to help him. It remains only to warn diplomats from other countries that they should be more careful with Lavrov at any international get-togethers. Fuck knows how this infection spreads.

2. Today, Aidar Battalion reported: for the past 24 hours, the battalion has incurred serious losses. Four of our border control guards died yesterday as a result of the artillery shelling from the Russian territory. Ukrainian Armed Forces soldiers and the National Guard keep dying.

These guys have fulfilled their duty to the very end. The freed land of Donbas must always remember this blood shed by patriots. Eternal memory to the heroes.

3. Russia continues to build up the number of its troops near the state border with Ukraine.

In addition to the units previously concentrated at the border, [new] units from other regions of Russia are currently being deployed. Earlier, the movement of the divisions of the 32nd Motorized Rifle Brigade and the 24th Separate Brigade of the GRU of the General Staff were recorded from Novosibirsk Oblast [region].

This weekend, we documented the redeployment of units from the Russian 200th Motorized Rifle Brigade [MRB] to the state border with Ukraine. It looked strange, given that the Brigade’s permanent place of deployment is in the Murmansk Oblast [region] of Russia [in the northwest]. Today, however, these data have been confirmed.

The 200th MRB has tanks, BM-21 “Grad” and BM-27 “Hurricane” MLRS, 2SZ “Acacia” self-propelled artillery at its disposal. That is everything that Putin’s troops have unleashed on Ukraine in recent weeks.

    February 27 – In case the situation in Donbas deteriorates, the UK could reconsider a decision to grant Ukraine lethal weapons, – said UK's Foreign Minister Philip Hammond. "At this point we decided not to provide Ukrainian army with lethal weapons, but we can review this decision", – said Hammond.

    February 27 – First Deputy to NSDC Secretary Oleg Hladkovskyi has said that Ukraine is receiving lethal weapons from foreign countries. "Where there is no unnecessary hustle, which we, unfortunately, often create ourselves – these countries we do receive lethal weapons from", – he said.

    February 27 – During the International Defence Exhibition & Conference IDEX-2015 in Abu Dhabi, Ukrainian delegation has signed a contract for the purchase of remotely piloted aircraft and radioelectronic warfare equipment with French company Thales Group.

    February 27 – Security Services of Ukraine state that Vladyslav Surkov, an assistant to the President of RF is sending terrorist organizations "LNR" and "DNR" secret messages about their reaction to the actions of the official authorities in Kyiv. Valentyn Nalyvaichenko, Head of Ukraine's Security Services, stated this at a press conference on Friday by demonstrating a fragment of a circular dated February 2015. In this document, particularly, there is a statement that the decision to invite into Ukraine a peace-keeping contingent of UN is contradictory to the peace agreements. The circular is almost written in the same words as those later used by the leaders of the fighters in their comments on their media resources. Also, according to Nalyvaichenko, the Security Services of Ukraine are continuing to gather proof about the involvement of Surkov in directing the groups of the special staff of the Federation Security Services, who cooperated with the former directors of Security Services of Ukraine at the time of the events on Euromaidan.

    February 26 – During the lastfive months teachers on the territories controlled by "LNR" did not receive salaries or any social payments. ATO Spokesperson Andriy Lysenko announced this during a briefing. According to him the last time that teachers were paid for their work was for September 2014. "Since the majority of families of teachers remain without money, and the fighters continue to rob peaceful civilians, the educators gave an ultimatum to the leadership of "LNR". In case there is no payment of salaries, from March 9th, no school will remain open in Luhansk," he said.

    February 26 – Ukraine has already filed with the European Court of Human Rights three law suits against the Russian Federation. The first one that Ukraine filed in the European Court of Human Rights against Russia was back in March 2014, during events which culminated in the annexation of Crimea.

    January 12 – No Ukrainian military were killed in the ATO area in the last 24 hours, – said NSDC spokesman Andriy Lysenko. The terrorists, however, have carried out 63 attacks on Ukrainian military and civilian sites.

    January 12 – Interpol has announced that former President of Ukraine Viktor Yanukovych, former Prime Minister Mykola Azarov, and several other former Ukrainian officials are now wanted persons. Earlier on, Edward Stavytskyy, Serhiy Kurchenko, Serhiy Arbuzov, Olexandr Klymenko, Andriy Ignatov, Olexandr Dynnyk have also been announces as wanted persons. Instead, Russia is ignoring all requests by Ukraine regarding the search for these criminals.

    January 12 – US Ambassador to Ukraine Geoffrey Pyatt believes that Russian terrorists are trying to move the dividing line between Ukrainian army and terrorists, which was agreed upon in Minsk.

    January 12 – Special agents of the Security Service of Ukraine (SSU) have detained a young girl who worked as a sniper and is suspected to have killed at least 10 Ukrainian military. Within social networks she is known as Anastasia Voroshylova, aka "Ekstezi". Some of the networks provide a different name for this girl. Apparently she received photos of Ukrainian officers whom she was supposed to kill from her superiors. She confessed that she and other girls from her unit were trained in Krasnodar and recruited by Russian Federal Security Service. Angelina Sambur, another girl from Anastasia's unit who is also a fellow student, confessed via social networks that she is also a sniper.

    January 12 – Ukraine is ready to grant Donbas a status of special economic zone under a special relations format with the EU and Russia, – said President of Ukraine Petro Poroshenko in an interview France 24. In order to be able to do this, legitimate elections according to Ukrainian laws should take place and local governments should be elected.

    January 12 – President of Ukraine Petro Poroshenko signed an Order "Strategy of Constant Development: Ukraine – 2020", which demarcates the basic directions of the development of the country. "Strategy – 2020" includes in it 62 reforms. Priority is given to 8 reforms and 2 programs. 25 key indicators of the success of the development of the country are specified. Among the priorities is also the realization of two programs – energy independence and the popularization of Ukraine in the world through advocating the interests of the nation on the world-wide informational network.
