Ukraine has uncovered preparations for serious and especially grave crimes in EU countries, the Office of the Prosecutor General of Ukraine reports.
Members of the group systematically collected information about residence, daily routes, schedules, and lifestyle habits, building a detailed model for executing the attack.
Shadow network functioned as single mechanism across Europe
Citizens of multiple countries were involved, including Ukraine, Russia, Belarus, Georgia, Latvia, Moldova, and Greece.
Some participants conducted surveillance, others recruited executors, while others handled financing, logistics, and communication, forming a multi-layered system for preparing crimes.
“An attempt to carry out a contract killing in Lithuania was stopped. Some executors were detained, others withdrew from participation,” the agency stated.
One suspect was detained at the final stage of preparation.
Parallel scenarios of sabotage, arson, and intelligence
The group also collected intelligence on military facilities and equipment intended for Ukraine, and considered scenarios of arson attacks on infrastructure and destabilization operations.
Additional findings include sabotage activity at a military enterprise and discussions of potential violent actions against military and public figures, including in Ukraine.
Earlier, NATO Admiral Giuseppe Cavo Dragone said Russia seeks to reclaim territories that once belonged to the Soviet Union, a strategy that creates a real risk of new wars. Thus, Moscow remains a key threat to the Alliance.
The same views hold sources familiar with US intelligence assessments. The findings reportedly concern territories of former Soviet bloc countries. Among them are three Baltic states: Estonia, Latvia, and Lithuania, as well as Poland, Hungary, the Czech Republic, Bulgaria, Romania, Moldova, Albania, and Slovakia.
