Ukraine's Cabinet of Ministers has adopted new rules for handling captured Russian military equipment. They are setting a clear procedure for transferring it and creating legal conditions for its use in defense and international cooperation, the Ministry of Economy, Environment and Agriculture said.
The ministry said the change would accelerate the use of such property for defense, strengthen production capacity, and expand cooperation with international partners.
Export to partners without extra authorization
"We are creating an understandable system that allows quick decisions on the use of trophy property," said Deputy Minister Vitalii Kindrativ.
The framework lets Ukraine draw captured equipment into its defense needs and use it to develop production, repair, and modernization capabilities, he said, while opening "more opportunities for international interaction in the security sphere."
Until now, transferring or exporting such materiel had lacked a clear, fast procedure.
Captured gear has long fed Ukraine's war effort
Captured and abandoned Russian equipment has been a significant source of materiel for Ukraine since 2022, with Ukrainian crews repairing and redeploying enemy tanks, armored vehicles, and artillery.
The new rules formalize and speed up how that property moves from the battlefield into use.
Part of wider defense-economy overhaul
The rules come as Ukraine streamlines its broader defense economy. In 2026, it began allowing controlled arms exports under a "Drone Deals" framework focused on surplus production, Euromaidan Press reported.
The model includes technology exchange and joint production schemes to expand industrial cooperation between Ukraine and allied states.
Ukraine is also simplifying export procedures for companies while maintaining strict control mechanisms and security review. Automatic permitting systems will be introduced for businesses, enabling faster access to partner markets under state supervision.
