Ukrainian President Volodymyr Zelenskyy said Ukraine’s military intelligence has obtained documents indicating Russia is preparing new missile and drone attacks against Ukraine, including strikes targeting what Moscow describes as “decision-making centers.”
He said the documents refer to nearly two dozen political and military command sites listed as potential targets.
Zelenskyy made the statement following a meeting with the leadership of the General Staff, Defence Intelligence, Foreign Intelligence Service, and the Security Service of Ukraine.
Intelligence points to planned strikes on top-level state leadership sites
According to Zelenskyy, documents obtained by Ukrainian military intelligence indicate Russian plans for missile and drone strikes against what Moscow describes as “decision-making centers.”
The materials reportedly include a list of nearly two dozen targets, illustrated with reference images of Ukraine’s presidential administration on Bankova Street in Kyiv, the “Residence of the President of Ukraine,” and protected underground facilities used for secure government operations.
Zelenskyy said Ukraine has taken the information into account and is assessing its implications for security and air defense planning.

Zelenskyy frames war as one of sovereignty and endurance
Zelenskyy also addressed the broader political meaning of the intelligence, saying Ukraine is fundamentally different from Russia and built on the readiness of its people to defend their sovereignty, rather than a closed group of political leaders.
“Ukraine is – after all – not Russia. And unlike the aggressor state, where there is a clear author of this war and a long-standing circle around him that sustains his detachment from reality, the source of Ukraine’s defense is the readiness of the Ukrainian people to fight for their independence and for their own sovereign state,” he said.
He added that Ukrainians “deserve their sovereignty just like any other nation” and said Russia must end the war and move toward a “dignified peace” rather than continued attempts to intimidate Ukraine.
"They have been nursing this plan for a long time, and now, after Iran, have become active again – trying to locate us and track our movements. The same applies to other members of the Ukrainian leadership, intelligence agencies, and our special services. Some in Moscow have still failed to understand that Ukrainians will never surrender their independence. One way or another – whether on Bankova or without Bankova – we will not surrender our land, our sovereignty, or our state," Zelenskyy later added.
