From Caspian Sea to Baltic coast: Ukraine’s April strike campaign reached every corner of Russia’s oil empire

From Caspian Sea to Baltic coast: Ukraine’s April strike campaign reached every corner of Russia’s oil empire

Russian regions that were previously considered unreachable are now within striking distance. In April, Ukrainian deep-strike capabilities hit targets in the Urals, the Ministry of Defense of Ukraine reports

Meanwhile, President Volodymyr Zelenskyy has stated that since the beginning of the year, Russia has lost at least $7 billion due to strikes on oil infrastructure. 

14 key strikes in month: Ukraine targets revenues, not just assets

In April, Ukraine’s Defense Forces struck at least 14 oil infrastructure facilities.

Targets included oil refineries in the Volga and Urals regions, as well as port terminals in the Baltic and Black Seas.

Key targets included:

  • Tuapse refinery (three strikes). The facility processes up to 12 million tons of crude annually and is among Russia's ten largest refineries.
  • Orsk refinery
  • Perm refinery
  • Ufa refinery
  • Novokuibyshevsk refinery
  • Syzran refinery
  • Nizhny Novgorod refinery
  • Yaroslavl refinery

Port infrastructure was also targeted, including Primorsk, Ust-Luga, Vysotsk, as well as facilities in Novorossiysk and Tikhoretsk.

On 10 April, Ukraine struck offshore oil extraction infrastructure — platforms in the Caspian Sea, at a distance of about 1,000 km.

Strikes were also carried out on port terminals and transport infrastructure, including:

  • Port of Primorsk (~850 km)
  • Ust-Luga Oil terminal (~900 km)
  • RPK Vysotsk Lukoil-2 terminal (~950 km)
  • Tikhoretsk pumping station (~300 km)
  • Sheskharis oil terminal in Novorossiysk (~420 km)

“Ukraine continues its operation to reduce Russia’s oil revenues,” Zelenskyy emphasized.

Russia responds with record attacks

At the same time, in April 2026, Russian forces set an absolute record for drone attacks on Ukraine, using Shahed-136/BM-35 “Italmas” loitering munitions and decoy drones such as “Gerber”/“Parody,” according to analyst Oleksandr Kovalenko.

Russia also attempted to increase the use of ballistic weapons, primarily targeting cities lacking sufficient air defense systems.

At the same time, there has been a notable absence of active use of other missile types, including Kh-22/32, 3M22 “Zircon,” and Kh-47M2 “Kinzhal.” This does not indicate depletion, but rather suggests an ongoing buildup of munitions stockpiles.
