Ukraine's negotiating team has arrived in Miami, Florida, for bilateral talks with special representatives of US President Donald Trump on ending the war, Suspilne reported on 20 March, citing a source familiar with the negotiations.
President Volodymyr Zelenskyy, in his 19 March address, confirmed the delegation was en route. "The negotiating pause has lasted long enough — it is time to end it. The Ukrainian team — specifically the political part of the negotiating group — is already on its way. This Saturday we expect a meeting in the United States of America," he said.
Ukraine is represented by National Security and Defense Council Secretary Rustem Umierov, Head of the Presidential Office Kyrylo Budanov, Servant of the People faction leader David Arakhamia, and Deputy Head of the Presidential Office Serhiy Kyslytsya. Russia will not be present at the talks, Kremlin spokesman Dmitry Peskov confirmed, describing the format as strictly bilateral while leaving open the possibility of future trilateral negotiations.
According to Zelenskyy, preparing for a potential trilateral meeting — involving Ukraine, the United States, and Russia — is one of the central items on the agenda. Ukraine is seeking firmer dates for such a format, as previous scheduling attempts have repeatedly been pushed back due to developments in the Middle East. The sides are also expected to work on bilateral documents relating to a future end to the war, security guarantees, and Ukraine's reconstruction.
Two practical issues are also on the table. The delegation plans to discuss continuation of the PURL program for US weapons procurement for Ukraine, as well as a bilateral drone agreement. Zelenskyy separately flagged concerns over recent US decisions on sanctions against Russian energy, warning that easing restrictions "creates risks for Ukraine."
Zelenskyy is pressing for a direct meeting with Trump, stating that "there are some issues that are not standing still." That request comes against the backdrop of media reports that Trump is losing interest in mediating the conflict, with his attention shifting toward Iran.
