Hungary and Slovakia’s threats to halt power exports to Ukraine may violate Articles 276 and 472 of the EU-Ukraine Association Agreement, and Kyiv should take both to international courts, argues Razumkov Centre’s Omelchenko.

Razumkov Centre energy programs director Volodymyr Omelchenko wrote in a UNIAN op-ed titled "Druzhba is over: how Orbán and Fico carry out the task of the Russian Führer" that Russia uses the leaders of Hungary and Slovakia to weaponize the Druzhba ("Friendship") pipeline crisis — which Russia itself triggered with a drone strike — against Ukraine, blocking EU aid, threatening electricity cutoffs, and executing Moscow's energy war by proxy. Omelchenko argues that Ukraine should stop trying to appease both leaders — and instead take them to international courts if they follow through on their threats. Here is the full text of the op-ed. Bold emphasis and editorial notes added by Euromaidan Press.

The Kremlin has engaged the governments of Hungary and Slovakia in its active operation against Ukraine, keeping them on a Chekist hook.After all, what is Putin's top priority in his aggressive plans right now? The destruction of Ukrainian energy, particularly through blocking electricity imports to Ukraine, as well as preventing EU aid in the form of a €90 bn loan.

What ultimatum are the prime ministers of Hungary and Slovakia, Orbán and Fico, issuing? To cut off supplies of electricity, gas, and oil products to Ukraine and to block the loan, per Orbán’s statements. In this way, Moscow's marionettes are 100% delivering what the Kremlin ghouls want. And given the synchronization of their statements, does anyone still believe in coincidence and the absence of coordinated efforts within the axis of Putin-Orbán-Fico?

The demand to restore oil transit is merely a cover for their agent work within the framework of Russia’s active operation. After all, Orbán and Fico, two Russian agents of influence, know perfectly well that the cause of the Russian oil transit shutdown was a Russian drone attack on the linear production dispatching station (LPDS) Brody of the Druzhba main oil pipeline on January 27 of this year.

Russia did this precisely in order to activate its Slovak-Hungarian network of agents, giving them a pretext to launch anti-Ukrainian actions. And another Kremlin objective is to mobilize Orbán’s electorate ahead of parliamentary elections by portraying Ukraine as an enemy.

Editorial: Hungary holds parliamentary elections on 12 April 2026. Orbán's Fidesz party is trailing in most independent polls against the opposition Tisza party. Orbán has built an aggressive anti-Ukraine campaign narrative, accusing Kyiv of orchestrating an "oil blockade" to topple his government — a framing that both mobilizes nationalist voters and serves Moscow's interests simultaneously. As judged by Orbán's current social media posts, his ongoing campaign is heavily based on anti-Ukrainian talking points and campaign ads portraying Zelenskyy and European Commission President von der Leyen as Hungary's enemies, rather than addressing Hungary's domestic issues.

And a few more important points.

The governments of Slovakia and Hungary are well aware of the possibility of diversifying supplies via the Adria pipeline through the Croatian terminal in Omišalj.

All neighboring countries have long assessed the military risks and eliminated their dependence on Russian oil.

Budapest and Bratislava clearly understand that Ukraine is in a state of full-scale war unleashed by Russia. Therefore, their ultimatums to Kyiv violate Articles 276 and 472 of the EU-Ukraine Association Agreement, as well as other norms from the package of international agreements. After all, this concerns, among other things, cross-border transit of electricity and gas. And that is not within Orbán’s and Fico’s competence; it belongs exclusively to the remit of ENTSO-E and ENTSO-G.

Editorial: The mentioned article 276 bars interrupting energy transit during disputes and shields countries from liability when a third party — here, Russia — caused the disruption. Article 472 protects wartime security measures, which directly applies to Ukraine. ENTSO-E (European Network of Transmission System Operators for Electricity) and ENTSO-G (its gas counterpart) are the EU bodies that govern cross-border energy flows. Ukraine's power grid was integrated into ENTSO-E in March 2022, shortly after Russia's full-scale invasion. Under EU electricity market and crisis rules applied through the ENTSO-E/TSO framework, cross-border electricity flows cannot be arbitrarily suspended by a national government acting alone — meaning neither Budapest nor Bratislava has the legal authority to cut electricity supplies to Ukraine on their own.

Moreover, they know that as a result of Russia’s aerial terror against civilian infrastructure, hundreds of thousands of Ukrainians are living without heating and electricity in freezing weather, while critically needed electricity is being spent on oil transit...

Hungary and Slovakia expand Russian fuel use while EU cuts imports

Under these circumstances, the illegal threats to cut off energy supplies mean only one thing — consciously becoming accomplices of Russian terror against the Ukrainian people. By and large, it is not Orbán and Fico issuing the ultimatum to Ukraine — it is Putin through their mouths — unfortunately, the prime ministers of Hungary and Slovakia have degraded almost to the level of Belarus's [dictator Alyaksandr Lukashenka].

Editorial: Belarus is currently a de facto client state of Russia. The European Parliament officially branded it a "satellite state" and Lukashenka "an accomplice" in Russia's war crimes. Lukashenka allowed Russian forces to use Belarusian territory as a staging ground for the 2022 invasion of Ukraine and hosts Russian nuclear weapons. Some 300 Belarusian companies produce military equipment for the Russian army.

The Ukrainian government’s bet that it was possible to reach an understanding with Fico and Orbán on European integration — or at least on neutrality in EU decisions on assistance — thanks to the transit of Russian oil (while it was still operating) has proven mistaken. So accepting their oil ultimatum is pointless.

They lack agency and will always find new explanations for their pro-Russian actions.

Bratislava’s and Budapest’s desire to carry out the Russian Führer’s task at any cost runs counter to the business interests of their own countries, since the Ukrainian market is a premium one for energy supplies. At the same time, Ukraine is capable of substantially replacing supplies of diesel fuel, electricity, and gas from other directions.

Moreover, in the event of an official decision by Bratislava and Budapest on illegal sanctions, Ukraine should appeal to Brussels to challenge them. And also to international judicial bodies — for compensation of losses incurred. Complicity in fascist Russia's aggressive plans must not go unpunished.
