The total need for the Prioritized Ukraine Requirements List (PURL) in 2026 is $15 billion, which will allow for the purchase of US-made Patriot missiles, according to Ukrinform. Ukrainian President Volodymyr Zelenskyy says contributions to the PURL program have reached $584 million this year.
“I am grateful to everyone contributing to PURL. In 2026, we already have financial contributions from the UK, Norway, Netherlands, Sweden, Iceland, and Latvia, totaling $584 million,” Zelenskyy states.
Goal of PURL: neutralizing Russian aerial terror
The Ukrainian president has confirmed that the program enables the procurement of US air defense missiles that most effectively protect critical infrastructure and the energy system during winter.
“We call on all who care about security to join and expand their contributions to the PURL program,” Zelenskyy emphasizes.
How PURL works: fast, coordinated, effective
PURL is a joint US–NATO initiative launched in 2025. Partner countries fund purchases based on Ukraine’s prioritized needs, with funds coordinated through a NATO special fund.
This allows Ukraine to:
- Rapidly receive critical US-made weapons and equipment;
- Supply missiles for Patriot and HIMARS systems directly from US depots;
- Strengthen Ukraine’s defense quickly while minimizing bureaucratic delays.
“Thanks to every state helping to protect lives. We expect the program to continue working effectively — it really makes a difference,” Zelenskyy adds.
Earlier, defense expert Anatolii Khrapchynskyi said that European air defense systems, particularly the next-generation Franco-Italian SAMP/T, can also intercept ballistic missiles with complex trajectories.
