President Volodymyr Zelenskyy said that Russian forces launched over 400 drones and around 40 missiles at Ukraine during the night of 7 February.
"The main target is the energy grid, generation and distribution substations. There is damage in Volyn, Ivano-Frankivsk, Lviv, Rivne oblasts. In Rivne, an apartment building was damaged," Zelensky said.
He added that in Ladyzhyn, Vinnytsia oblast, drones struck the administrative building of an agricultural college. Strikes also hit Kyiv and Kharkiv oblasts, while air defense forces continue operating in some oblasts.
In Lviv oblast, an attack on critical infrastructure in Dobrotvir left 6,000 residents without water and heating. All relevant services are working to restore supply, according to regional reports. Hourly power outages are in effect across the oblast, with over 600,000 customers currently without electricity.
Ukrenergo reported that energy facilities in eight oblasts came under attack by Russian missiles and drones. The company confirmed strikes on power plants and substations in both transmission and distribution systems.
Missile strikes on key high-voltage substations that provided power output for nuclear units forced all nuclear power plants in government-controlled territory to reduce generation. "As a result of the damage inflicted by the enemy, the power deficit in Ukraine's energy system has significantly increased," Ukrenergo reported.
The company announced that emergency outages are now in effect in most oblasts and will be lifted after the situation stabilizes. Hourly scheduled outages have been extended across all regions.
"Repair and restoration work has already begun at damaged energy facilities wherever the security situation permits," according to Ukrenergo's statement.
The company reported that restoring critical infrastructure in regions with emergency outages is the current priority. Ukrenergo warned against turning on powerful electrical appliances immediately after power restoration and asked residents to avoid using multiple high-power devices simultaneously.
Energy Minister Denys Shmyhal reported that substations and overhead lines of 750 kV and 330 kV, which he called the backbone of Ukraine's energy grid, were targeted overnight.
Zelensky called on partners to provide air defense missiles.
In Kyiv oblast, a nighttime drone attack caused a fire at a Roshen warehouse complex, according to reports.
