The European Union has allocated its first financial contribution of €10 million ($12 million) to support the Special Tribunal investigating Russia's crime of aggression against Ukraine, which is being established under the auspices of the Council of Europe.
EU High Representative for Foreign Affairs Kaja Kallas announced the funding on the evening of 22 January, alongside the signing of an agreement with the Council of Europe.
"Today, the EU provided the first €10 million for a new Special Tribunal to prosecute Russian leaders for their role in Moscow's war against Ukraine. Russia's leaders are responsible for this war, and they must be held accountable. There can be no impunity," Kallas stated.
The announcement follows criticism from Ukrainian President Volodymyr Zelenskyy in Davos, who rebuked international partners for taking excessively slow steps to bring Russian leader Vladimir Putin to justice for the war against Ukraine.
According to the article, the agreement to create the special tribunal was signed in June 2025. Detailed information about the tribunal arrangements can be found in the article "Nuremberg for Putin: Everything about the tribunal for Russia's leadership being established in The Hague."
