On 3 January, national security advisors from 14 European countries arrived in Kyiv. Ukrainian President Volodymyr Zelenskyy summarized the initial outcomes of the meeting, saying that it focused on security guarantees.
Among those who attended the Kyiv meeting were representatives from Germany, the UK, France, Italy, Spain, Latvia, Estonia, Lithuania, Poland, Finland, Canada, the Netherlands, Sweden, and Norway, as well as Denmark, NATO, the European Council, and the European Commission.
Three key negotiation areas
Zelenskyy noted that discussions are currently focused on three main blocks: security guarantees, reconstruction, and a basic framework for long-term peace.
“Everything must be effective, dignified, and establish peace for decades,” the Ukrainian leader emphasized.
He added that meetings will continue next week in Europe and the US, with preparations ongoing.
Economic block: reconstruction and investment for Ukraine
Meanwhile, Secretary of the National Security and Defense Council Rustem Umerov stated that the first block of meetings focused on framework documents, security guarantees, and approaches to a peace plan.
In the economic block, participants discussed plans for Ukraine’s recovery and development, investments, job creation, and long-term state resilience.
Military-political block: synchronization and threat assessment
Consultations in the military-political block involved the Head of the President’s Office, Kyrylo Budanov, intelligence agencies, and parliament.
