Ukraine's former ambassador to the United States Oksana Markarova has been appointed as an advisor to President Volodymyr Zelenskyy on Ukraine's reconstruction and investments, according to the Office of the President.
The decree specifies that Markarova will serve in a non-staff capacity. She will assume her new duties on 30 November, Zelenskyy announced on social media.
"I am glad that Oksana remains on our state's team, and her tasks will now include consultations on issues that strengthen Ukraine, namely – a better business climate, strengthening our state's financial stability, attracting investments, and planning reconstruction together with our strategic partners," Zelenskyy wrote.
Markarova, responding on Facebook, thanked Zelenskyy "for the trust and unwavering attention to reconstruction issues."
She stressed that Ukraine's number one priority remains winning the war and achieving a just and lasting peace. However, she noted, success in peacetime requires preparation now.
"Victory in peace will not happen by itself and is not possible without active business participation, a rapid increase in investments, and strategic reconstruction planning right now. And here, everyone must do what they can where they can," Markarova wrote.
She explained that while working in the private sector, she will serve as a pro bono advisor, offering guidance on reconstruction and investment attraction while collaborating with the president and international partners.
Markarova served as Ukraine's ambassador to the United States from 25 February 2021 to 27 August 2025.
