President Volodymyr Zelenskyy said he had unveiled a Victory Plan during his recent US visit, detailing Ukraine’s strategy to American officials. 

Zelenskyy arrived in the US on 22 September, just over a month before the American presidential election. He met with President Joe Biden, Vice President Kamala Harris, and former President Donald Trump, seeking to secure US support amid political uncertainty. The current administration has been hesitant to approve measures like long-range strikes on Russian territory, while Trump’s statements suggest he may favor ending the war through concessions from Kyiv.

“We’ve presented the Victory Plan to America and explained every point,” Zelenskyy stated in a video address. “Our teams will now work to detail each step and decision.” 

The plan covers crucial aspects, including long-range capabilities, defense packages, sanctions against Russia, and the handling of Russian assets. Zelenskyy emphasized that strong positions for Ukraine could lead to faster peace.

During the visit, Biden announced $7.9 billion in aid under the Ukraine Security Assistance Initiative, with an additional $2.4 billion from the Pentagon.

A meeting with Trump was initially canceled due to Republican concerns over Zelenskyy’s visit to an ammunition factory in Pennsylvania, but eventually took place on 27 September. Trump stated he would work with both Ukraine and Russia to end the war.

Zelenskyy is now preparing for the 12 October Ramstein meeting in Germany, which will discuss the Victory Plan’s implementation with international partners.
