Угода Франції по кораблям класу «Містраль» із Росією

Контракт та проблеми, які він собою становить

Франція та Росія підписали контракт в 2011 році, за яким Франція зобов’язується продати Росії 2 кораблі класу «Містраль» вартістю 1.2 млрд євро з варіантом продажу ще 2 кораблів цього класу. Вперше країна-член НАТО наважилася доставити секретне воєнне спорядження Москві, і цей контракт був підписаний лише три роки опісля російської агресії щодо про-європейської Грузії. Доставка першого корабля запланована на жовтень 2014 року.

«Містраль» –це десантний вертольотоносець, спроектований для того, щоб здійснювати атакуючі дії з моря на сушу. Головнокомандуючий ВМС Росії сказав під час Грузинської війни що, якби Росія мала такі кораблі тоді, напад на Грузію тривав би лише 40 хвилин, а не 26 годин як було насправді.

«Містраль» може перевозити 16 гелікоптерів, 4 десантних баржі, 60 БТРів, включаючи 15 танків, і близько 900 солдат. Це не просто корабель флагманського типу, а справжня стратегічна зброя, яка здатна здійснювати суттєві удари.

Союзники Франції виражали свою занепокоєність ще перед підписанням цього контракту. Наприклад, міністр оборони США, Роберт Гейтс, сказав в 2010 році «це буде неправильним сигналом Росії і нашим союзникам».

Чотири роки потому цей продаж виявляється ще більш проблемним і небезпечним. Росія анексувала Крим і з експансіоністською і анти-європейською риторикою заявляє про своє право на республіки колишнього СРСР. Ця риторика має бентежну схожість з нацистською Німеччиною, і становить пряму загрозу країнам-сусідам Росії, а також країнам басейну Чорного моря, більшість з яких є членами НАТО або його партнерами.

Росія дала чітко зрозуміти, що вона хоче використовувати ці «Містралі» в Чорному морі. Тому Україні буде дуже важко повернути свій контроль над Кримом, де-факто визнаючи факт його анексії. Під ризик також потрапляє південне узбережжя України – не потрібно забувати, що путінська Росія відкрито заявляє про свій намір створити нову державу під назвою «Новоросія» на півдні і сході України, і «Містралі» можуть бути використаними для реалізації цього плану. «Містралі» на Чорному морі також буду загрожувати членам НАТО, таким як Болгарія, Румунія та Туреччина.

Чому Франції потрібно озброювати державу з експансіоністськими намірами, яка вже довела на декількох прикладах, що вона готова захоплювати суверенні держави, країну, яка все більше позиціонує себе як небезпечний супротивник Європейського Союзу і всього вільного світу? Чому Франція не скасує цей продаж, що загрожує миру в Європі і безпеці її союзників та партнерів?

Альтернативні варіанти

Окрім Росії, існують інші варіанти. Американські і канадські сенатори запропонували, що НАТО, США, або Канада мають купити ці кораблі.

Клаудіа Мейджор та Крістіан Мьоллінг, наукові співробітники Німецького Інституту Міжнародних Справ та Безпеки (SWP) теж запропонували свій варіант, щоб Європейський Союз купив ці кораблі. Вони вказали на те, що одним з пріоритетів президента Франції є побудова спільної безпеки, і вони натякають, що ці два кораблі можуть бути першим кроком в цьому напрямі.

Бернард Груа, організатор протестів по всьому світу проти цього продажу, пропонує, що банк BNP Paribas міг би провести переговори з урядом США щодо зменшення розміру штрафу, якщо вони куплять кораблі, і потім передадуть їх в оренду членам НАТО або ООН.

Все це показує, що існують альтернативні рішення по цим кораблям, потрібно лише трохи креативного мислення та сили волі. Це може дещо коштувати (штрафи за скасування контракту), але це ніщо в порівнянні із союзництвом із такою агресивною, тоталітарною державою, як Росія Путіна, і ніщо в порівнянні з миром і стабільності в Європі.

Аргументи французів щоб не скасовувати продаж

Робочі місця

Це – поганий аргумент. Перш за все, ніхто не каже про повне припинення виробництва цих кораблів, бо Франція може легко знайти на них покупців серед членів НАТО, як пропонувалося вище. По-друге, компанія STX заявила, що їх книга замовлень заповнена на 5 років вперед, і доставка кожного корабля буде відбуватися кожного року до 2019 року. Нещодавно представник профспілок також підтвердив Французькому Радіо, що це не є обгрунтованою причиною, оскільки виробництво кораблів практично завершено.

Репутаційні ризики

Франція і Росія заявляють, що наявні ризики для репутації. Наприклад, міністр закордонних справ Франції Лоран Фабіус сказав, повертаючись з інавгурації Порошенка, що Франція підписала контракт і виконає свої зобов’язання, так само як Росія виконує свої (він певно забув про Будапештський Договір, який гарантує Україні суверенітет і територіальну цілісність, який до речі підписала і Росія). Співпраця з тоталітарною державою, що все більше використовує фашистську риторику, нападає на своїх сусідів, ставить під сумнів світовий порядок, що демократичні країні вільного світу створювали останні 70 років, є більш небезпечнішою для репутації Франції, аніж кидання виклику російському імперіалізму через скасування контрактів. Продаючи цю зброю Росії, Франція стає воєнним союзником Росії у всіх її авантюрах, і підтримує її плани щодо силового перекроювання кордонів Європи. Франція також буде мати на своїх руках кров невинних людей, якщо Росія використає ці кораблі для нападу на мирні суверені держави.

Франція передає свої технології агресору і також приймає російських моряків на своїй землі для навчання. Франція стає союзником Росії.

«Містралі»- це просто флагманські кораблі з госпіталями

Як показано вище, це невірно: це – важлива стратегічна зброя. До того ж, кожен «Містраль» не може коштувати більше 300 млн євро, а Росія платить вдвічі більшу суму, за передачу технологій. Після доставки цих кораблів, Росія зможе будувати їх самостійно. Ми даємо ворогові те, що йому потрібно для створення сильного Воєнно-Морського Флоту, який буде загрожувати нашим союзникам на Чорному морі, Балтійському морі і Тихому океані. Франція не просто озброює ворога, а передає йому секретні технології. Дехто вважає, що Росія сама може побудувати такі кораблі, а тоді виникає логічне питання, чому вони платять Франції вдвічі більшу суму за ці кораблі. Відповідь на поверхні: тому, що вони не можуть їх побудувати зараз, бо немає відповідних технологій.

Франція буде платити штрафи

Можливо. Ми не знаємо в якому розмірі, бо контракти не були оприлюднені, що саме по собі є ганьбою. Але це є ціною, яку доведеться сплатити за безвідповідальні рішення (підпис під цим контрактом) задля збереження миру і стабільності в Європі. Франція може провести переговори з союзниками, щоб розділити з ними тягар цих штрафів.

The beginning prognosis to the end of the year was increased almost twice – from 4.8% to 9%. Realistically, as the Russian Minister of Finances Anton Syluanov stated on December 25th, "according to the year's summary, most probably the inflation will quickly rise to 11.5%, and possibly even somewhat higher."

    Sanctions Intensify Russia's Free Fall Into Economic Crisis

    Russian economist Sergei Guriev, who teaches at Sciences Po in Paris, says Moscow can't keep spending down its reserves forever.

    January 29: Approximately 40 judges of various courts have refused to endure civil servant screening

    January 28 – 3 Ukrainian military were killed and 15 injured in the ATO area in the last 24 hours, – informed NSDC spokesman Andriy Lysenko.

    January 28 – The terrorists and Russian Armed Forces have been accumulating forces at Debaltsevo foothold – currently there are approximately 2500 people with military equipment, whereas militants in Horlivka have been instructed to prepare for defense actions.

    January 28 – Approximately 40 judges of various courts have refused to endure civil servant screening, – stated Ukrainian Justice Minister Pavlo Petrenko: "There are about 40 judges of various courts, whom we are prepared to dismiss, because they refused to go through the screening and provide information about themselves".

    January 28 – All international "platforms" continue to discuss the shelling of Mariupol (e.g. UN Security Council, Permanent Council of the OSCE, the Council of Europe, extraordinary meeting of the EU foreign ministers (to be held on January 29th).     January 28 – Russia forced an arrested resident of the Crimea out of his Ukrainian citizenship. Simferepol court refused Oleksandr Kolchenko his request to keep the citizenship of Ukraine.

    January 28 – When the residents of Zholobok village, which is occupied by Russian soldiers and militants, were being evacuated, one of the cars detonated near Ukrainian checkpoint. People who were in the car, where the bomb was planted, are currently at the hospital of Lysychansk.
