Ukraine summons Israeli ambassador — for second Russian stolen-grain vessel to reach Haifa

Israel is receiving Ukrainian grain stolen by Russians for the second time. Ukrainian Foreign Minister Andrii Sybiha states that the Ministry of Foreign Affairs has already summoned the Israeli ambassador.

Sybiha stressed that friendly Ukrainian–Israeli relations can benefit both countries, and Russia’s illegal trade in stolen Ukrainian grain should not undermine them.

He added that in this context, Ukraine has "already officially summoned the Israeli ambassador to the Ukrainian Foreign Ministry tomorrow morning to present our protest note and request appropriate action."

Ukraine calls on Israel not to accept grain stolen by terrorists

Earlier, the Israeli publication Haaretz reported that the vessel Panormitis, which it said was carrying grain from occupied Ukrainian territories, was waiting for permission to dock in Haifa.

"It is difficult to understand Israel’s lack of appropriate response to Ukraine’s legitimate request regarding the previous vessel that delivered stolen goods to Haifa," Sybiha stressed. 

The publication also reported that four shipments of grain from occupied Ukrainian territory have already been unloaded in Israel this year.

“Now that another such vessel has arrived in Haifa, we once again warn Israel against accepting stolen grain and harming our relations, the Ukrainian foreign minister claimed.

The Israeli Ministry of Foreign Affairs did not comment on the report.

Russia is looting Ukrainian grain, Israel is making business from it

In April 2026, Sybiha drew the attention of Israeli Foreign Minister Gideon Sa’ar to a Russian vessel carrying stolen Ukrainian agricultural products that docked at an Israeli port.

Investigative journalist Kateryna Yaresko from the SeaKrime project of theMyrotvoretsCenter reported that on 12 April, Israel allowed the Russian bulk carrier ABINSK (IMO: 9303869) to enter the port of Haifa. The vessel delivered 43.7 thousand tons of wheat taken from the occupied Ukrainian territories.

Israel informed Ukraine that it was already too late to detain the Russian vessel accused of transporting stolen Ukrainian grain, as the ship had already left the port of Haifa.
