Ukraine will convene an “Energy Ramstein” meeting with international partners as rolling blackouts and emergency power restrictions continue following intensified Russian strikes, Foreign Minister Andrii Sybiha said.
In a Facebook statement, Sybiha said the energy situation remains difficult due to sustained attacks on power generation and transmission facilities, which have forced authorities in many regions to introduce emergency outage schedules and suspend regular hourly blackout timetables.
Zelenskyy orders urgent outreach to partners
The Foreign Ministry is working with international partners on instructions from President Volodymyr Zelenskyy to secure urgent assistance for the energy sector, Sybiha said, as repair crews struggle to keep the system balanced during peak winter demand.
This week, Ukraine received a $200 million support package from Norway to purchase natural gas and energy equipment. Sybiha said additional bilateral energy support packages from other partners are expected in the coming days.
He also said new announcements on air defense assistance are imminent, stressing that intercepting Russian missiles and drones is critical to preventing further damage to energy infrastructure.
Kyiv plans 'Energy Ramstein' meeting with allies
According to Sybiha, the Energy Ramstein meeting, to be held jointly with the Energy Ministry, is expected to focus on concrete financial contributions and equipment deliveries. Ukraine is also coordinating with the European Energy Community to replenish the Energy Support Fund.
Italy has already begun delivering high-capacity industrial boilers worth €1.85 million to help communities most affected by outages, he said.
Winter attacks aim to pressure civilians
Russia has intensified winter attacks on Ukraine’s energy system, triggering blackouts, heating disruptions, and water supply problems in multiple regions. Ukrainian officials say the campaign is aimed at putting pressure on civilians during freezing temperatures.
Sybiha said Ukraine will continue mobilizing international support to withstand the latest wave of attacks.
