Zelenskyy to present “victory plan” at Ramstein meeting in October

Ukrainian President Volodymyr Zelenskyy will unveil his “victory plan” during the next Ukraine Defense Contact Group meeting, scheduled for 12 October in Germany.

This gathering, known as the Ramstein meeting, will mark a significant milestone as the first to be conducted at the leader level, Zelenskyy said on X on 5 October.

“We are preparing for the 25th Ramstein meeting on 12 October, which will be the first to take place at the leaders’ level,” Zelenskyy said. “We will present the Victory Plan—clear, concrete steps towards a just end to the war.”

The Ukraine Defense Contact Group, established in April 2022, is a US-led coalition comprising over 50 countries, including all 32 NATO members. The group convenes at the US Ramstein Air Base in Germany to coordinate support for Ukraine.

Zelenskyy emphasized the importance of international backing: “The determination of our partners and the strengthening of Ukraine are what can stop Russian aggression.” He added, “We extend our gratitude to everyone helping defend our state, Europe, and the world.”

The upcoming meeting follows the 24th gathering held on 6 September, at which Zelenskyy secured additional military aid from allies such as the United States, the United Kingdom, Germany, and Canada.

Zelenskyy also presented a five-point plan to US President Joe Biden during a visit to Washington in late September. The Ukrainian leader also discussed this plan with presidential candidates Donald Trump and Kamala Harris, as well as members of Congress.

While the full details of Zelenskyy’s peace framework have not been made public, it is known to include both military and diplomatic elements, including Ukraine’s aspirations to join NATO. The plan reportedly aims to strengthen Ukraine’s negotiating position and push Russia towards agreeing to a just peace settlement.
