Tehran considers Ukraine “constitutes active participation in military aggression against Iran," Iranian Permanent Representative to the UN, Amir Saeed Iravani, claimed in a letter to UN Secretary-General António Guterres and the Security Council. He connected that with the deployment of Ukrainian experts in counter-drone operations to Middle Eastern countries, NBC reports.
Iran has been sending thousands of its drones to hunt Ukrainian civilians. Since 2022, Russia has launched 57,000 Iranian-designed Shahed drones in terrorist attacks. The deployment of these drones has turned Ukrainians into live targets and reshaped global military doctrine.
Tehran asserts Ukraine bears responsibility
In the UN letter, Iravani argued that Ukraine bears international responsibility for supporting aggression and interfering in the region.
“Ukraine incurs international responsibility under international law for aiding or assisting in the commission of an internationally wrongful act,” he claimed.
Iravani also said that Ukraine’s acknowledgment of sending hundreds of experts to the Middle East to counter Iran is effectively evidence of material and operational support for military aggression. He added that Ukraine’s intervention is not incidental but demonstrates active assistance in the unlawful use of force against a sovereign state.

Tehran also claims that deliberate targeting of civilian industrial infrastructure to exert economic pressure or collective punishment could constitute serious violations of international humanitarian law, including war crimes.
Iravani categorically rejected accusations that cooperation between Russia and Iran in the drone sector poses a threat to international security.
Earlier, an Iranian-supplied drone pierced straight through Ukrainian citizen Vika Hrebeniuk’s apartment, with the blast wave throwing her and her two-month-old son, Roman, outside.
There were no military targets near the building. Pregnant Tetiana Sakiian suffered 95% burns: doctors fought for the lives of mother and child, but Tetiana died.
This is only one of the numerous war crimes committed by Russia with the help of Iran.
