Ukraine has for the first time formulated a comprehensive strategy to expand its presence on the African continent, according to the Office of the President of Ukraine (OPU). The initiative follows an interagency coordination meeting chaired by Lieutenant General Kyrylo Budanov, at which participants identified priority countries, approved a draft action plan, and set tasks for relevant ministries.
Who was in the room
The meeting brought together the Minister of Foreign Affairs, representatives of the Cabinet of Ministers, the Foreign Intelligence Service (SZR), and the Defense Intelligence of Ukraine (HUR MO), alongside Africa specialists. The Ministry of Foreign Affairs presented its strategic vision for developing relations with African states — the centerpiece of the session.
What was decided
Participants identified a list of priority countries in two regions: the Maghreb and Sub-Saharan Africa. They also mapped out international organizations and regional groupings whose financial mechanisms could be leveraged to advance Ukrainian interests on the continent.
A draft action plan was approved at the close of the meeting. The OPU reports that participants recommended submitting the document to the Cabinet of Ministers, which would then issue formal directives to the relevant ministries and agencies.
Budanov's framing
Budanov stated that Ukrainian specialists across various fields had been "insufficiently engaged in advancing Ukraine's interests in this part of the world" in previous years. He framed the new strategy in explicitly competitive terms:
"For the first time, Ukraine has set itself the goal of comprehensively influencing the situation on the African continent and protecting its national interests in this part of the world. Ukraine must reinforce its status as a competitive and influential geopolitical actor, assert its agency worldwide, and thereby advance its economic, security, and other interests in every part of the globe."
