Spanish Prime Minister Pedro Sánchez has announced a new €1 billion military aid package for Ukraine for 2026. On 18 March, he met with Ukrainian President Volodymyr Zelenskyy.
Ukraine and Spain build a joint defense cluster
Part of the aid, financed through the EU SAFE instrument, will be directed toward developing joint production within Ukraine’s defense industry.
Zelenskyy emphasized that the cooperation is bilateral and based on mutual reinforcement.
“Ukraine is ready to provide drones, experience, and capabilities. Spain’s defense industry, in turn, can supply Ukraine with the necessary shells, radars, equipment, and more,” the Ukrainian president said.
In addition, the countries signed agreements not only in defense, but also in the economy, railway transport, and diplomacy.
Partnership with Sener opens access
Zelenskyy held a separate meeting with the leadership of Sener Aerospace & Defence. Following the meeting, Ukrainian manufacturers signed four cooperation documents, three of which were concluded directly with the company.
The Ukrainian company Fire Point, the State Kyiv Design Bureau, Luch Design Bureau, and the research and production enterprise Radionix signed cooperation agreements with Sener.

These agreements focus on missile technologies and air defense, strengthening the protection of Ukrainian airspace, according to the President's Office.
Another agreement was signed between the Spanish company Escribano and the Ukrainian UAV manufacturer Skyeton. The companies will jointly develop and produce strike laser-guided systems based on Ukrainian unmanned platforms.
“We discussed production capabilities and strengthening Ukraine’s air defense. Enhancing air defense and protecting lives are our top priorities,” Zelenskyy emphasized.

Ukraine is also interested in joint projects in the field of long-range drones.
“Ukraine has new developments and is ready to scale them,” the Ukrainian president added, expressing hope that all agreements will be implemented as soon as possible.
For his part, Sánchez stressed that Spain will support Ukraine for as long as necessary, until a just and lasting peace is achieved.
