The regional commission on technogenic-ecological safety and emergency situations in Kharkiv Oblast has declared a regional-level emergency. Oblast Military Administration head Oleh Syniehubov announced the decision on social media.
"The region is under constant enemy shelling. Given the difficult situation, we have decided to recognize the situation in Kharkiv Oblast's energy sector as a regional-level emergency," Syniehubov said.
Regional authorities have initiated an appeal to the Cabinet of Ministers to include Kharkiv and the oblast in the "SvitloDim" (Bright Home) program.
Under the state program, residents of frontline territories can access additional financial resources to increase energy resilience and ensure uninterrupted operation of key life-support systems in apartment buildings. The state provides assistance ranging from 100,000 to 300,000 hryvnias ($2,400 to $7,200) for housing cooperatives, condominium associations, and building managers of any ownership form. The funds can be spent on purchasing generators, batteries, inverters, and other energy equipment.
The OVA noted that condominium associations and building managers can submit applications online through Diia, with a commission under the Ministry of Community and Territorial Development reviewing and approving requests.
The "SvitloDim" program will operate in communities where an energy emergency has been declared. Implementation will begin with Kyiv and Kyiv Oblast.
On 14 January, President Zelenskyy announced the introduction of a state of emergency in the energy sector. In particular, curfew rules were updated in the capital. Kharkiv authorities recognized the consequences of Russia's massive attacks on the night of 3 February as an emergency situation.
