Germany’s export permits for deliveries of weapons and military equipment to Ukraine in 2025 amounted to only €1.14 billion, compared to €8.15 billion in 2024, reports Euractiv, citing data from the German Ministry for Economic Affairs.
Although Berlin continues to position itself as one of Kyiv’s key supporters, the decline in exports reflects a shift toward long-term projects and investments in Ukraine’s domestic arms production.
"The government has so far approved exports worth €8.4 billion this year, down from €12.15 billion in 2024," the parliamentary response reviewed by Euractiv states.
Decline mostly affects Ukraine, but overall support remains substantial
Export permits to Kyiv cover only the delivery of weapons and military equipment, while Germany’s overall military support to Ukraine amounts to around €9 billion, including direct purchases and delivery of equipment, including US-made weapons.
Ministry emphasizes exports are regulated by law and based on last year’s licenses
A ministry spokesperson told DPA that current support for Ukraine is partially based on export licenses issued in the previous year.
He added that the government is also moving toward long-term projects that do not immediately appear in annual export figures, while Ukraine is increasingly investing in its own arms production.
