Norway will contribute an additional $500 million to the Priority Ukraine Requirements List programme, Foreign Minister Espen Barth Eide announced ahead of a NATO meeting. The funding will purchase US-manufactured weapons for Ukrainian forces.

The contribution means Norway will cover approximately half of the planned December financing for the programme. NATO has set a target of securing $1 billion monthly, though procurement can exceed this amount if additional funding becomes available.

"The situation demands a major increase in support to ensure Ukrainians could negotiate from a position of strength," Eide said, explaining the expanded contribution in the context of potential peace negotiations.

Norway will deliver the funding through two separate packages. The first involves coordination with Germany and Poland, while the second will be implemented alongside Germany and the Netherlands.

The foreign minister emphasised that Ukraine's defence requirements extend beyond any potential settlement. "When the war ends, Ukraine must remain strong and capable of defending itself against any renewed hostilities," he stated.

This marks Norway's second major PURL contribution in recent weeks. In mid-November, Nordic and Baltic countries collectively allocated $500 million for US weapons procurement.

Norway has positioned itself as a significant contributor to Ukraine's military assistance. The country intends to allocate €6 billion for military support to Ukraine in 2026, according to earlier reports.

The PURL programme channels international funding directly into purchases of American-made weapons systems for Ukrainian forces, streamlining the procurement process through a coordinated mechanism.
