Ukrainian President Volodymyr Zelenskyy would be holding no cards in the event of a one-on-one meeting with Russian President Vladimir Putin. Zelenskyy is known to believe that he holds the card of his personal charm and the moral card, but those do not count with the Kremlin. The latter holds all the cards in a one-on-one setting with the Ukrainian head of state. This is why, inevitably, Zelenskyy has placed himself from the outset in the position of soliciting that meeting from Putin; while Putin is setting preconditions, playing hard to get but not discouraging Zelenskyy (see EDM, April 22, 28).

“The Donbas problem cannot be resolved between Kyiv and Moscow, because Russia is not a party to this conflict. […] Thank God, Ukraine and Russia have not been at war with each other. Peace must be achieved in Ukraine itself” (TASS, April 28).
While Putin has singled out “restrictions” on the Russia language, Russian Orthodox Church, and generally Russians in Ukraine as top agenda items, Peskov sounded more flexible: “We must, in any case, identify issues on which we can agree” (TASS, April 28). Clearly, the Kremlin wants to encourage Zelenskyy to explore a rapprochement in bilateral relations. Zelenskyy is also signaling flexibility: “This meeting is indispensable to ending the war and paving the way to an honest and lasting peace… The agenda and the location are open questions” (interview with La Repubblica, April 27; President.gov.ua, April 28). And he is in a hurry: The location is not important, but “speed is important because we are losing soldiers every day” (interview with the Financial Times, cited by President.gov.ua, April 27).
