Donbas losses approaching UAH 12 billion

Financial losses from the conflict in eastern Ukraine are approaching UAH 11.888bn, Deputy Prime Minister Volodymyr Hroisman said at a meeting with ambassadors and representatives of international financial institutions in Kyiv on Friday, September 12, reports Ukrainska Pravda.

“As of today, we have (identified) 11,325 (destroyed) structures totaling UAH 11.888bn. But I want to emphasize that this is a preliminary estimate since we do not have access to many areas to assess the damage,” he said.

In particular, Hroisman noted that 4,500 residential buildings have been destroyed, as well as 4,700 energy structures, 217 educational establishments, 132 industrial facilities, and 45 health facilities.

Hroisman also reported that the cost of providing for the internally displaced persons from the Donetsk and Luhansk oblasts is estimated at US $207mn by the end of 2014.

“According to our calculations, the total amount is close to US $207mn,” he said, noting that this is not the final figure since the assessment of the needs of the displaced persons is continuing.

According to Hroisman, the government is considering the possibility of introducing targeted compensation for rental housing for the displaced persons. This aid would consist of a payment of UAH 884 per person to cover rent. A maximum sum of US $79.5mn would be needed by the end of the year to provide for this compensation, he said.

The government is also planning to create a reserve fund of US $18.3mn for covering the urgent needs of the displaced persons, he said.

As of September 9, The State Emergency Service has registered 271,000 displaced person from the conflict zone in eastern Ukraine and from Russia-annexed Crimea.
