Here’s the Summary for September 8, 2014 (for previous summary, please see Summary for September 5, 2014).

The bad news:

1. We see an upleasing picture: Russian troops and local terrorists in Donbas are using the ceasefire for a regrouping of their forces. They calculate the weaknesses in the defense of Ukrainian troops (including during reconnaissance) and move their units into these areas. There are constant attacks on the positions of the Ukrainian Army and National Guard.

All this is being done under the guise of shrieks by the Russian propaganda that allegedly the Ukrainian troops grossly violate the truce, and the terrorists, on the contrary, firmly adhere to it.

Given the fact that our troops failed to create a “full” line of defense by the beginning of the armistice, the picture is not one of delight–[we] can fully expect very unpleasant surprises. Although, as we are assured by the ATO headquarters, the situation is under control.

2. It’s also bad that while the insurgents appear almost as pacifists on the pages of the Russian media, in reality they absolutely openly announce that there can be no truce. In particular, the so-called “people’s governor of the DNR” [Donetsk People’s Republic] P[avel] Gubarev said on behalf of the terrorists, “we don’t give a damn about such ‘peace.’” And this is despite the fact that only recently the leadership of insurgents bleated about exactly the opposite, and they did show up at the signing of the Minsk protocol.

Now there is a debate–has Gubarev actually rebelled against Putin, who allegedly called for the peace? This is nonsense. The fact of such fickleness, as well as the fact that terrorists, by supporting the ceasefire did not comply with it since its very beginning, testifies to the fact that there is nothing to negotiate with the “DNR” and “LNR” [Luhansk People’s Republic]. Everything is decided in Moscow, which is determined to go to war–as evidenced by the actions of the Russian troops after the beginning of the armistice.

But Putin’s wards in Donbas don’t know themselves, what type of order comes from the Kremlin boss in the next minute. And upon receiving this order, they rush headlong to implement it–the thought about their own, to put it mildly, impermanence, doesn’t burden these bright minds. However, it is scientifically proven–at minimum, one should have a brain for the emergence of thought [processes].

3. The CHESNO movement reported today: six current MPs from the Party of Regions are crawling back to Parliament again. They are running in the same districts as they got their parliamentary seats in, in 2012 (this concerns only those nimble Regionals whose data have already been posted on the CEC [Central Election Commission] website, [but it’s] pretty clear that others will do the same at a later time).

Among these unsinkables are such personalities as the well-known Serhiy Kivalov named “Serezha–Pidrakhuy” [Ed. Note: translated as “Serezha–Do count up”] or an author of the controversial bill criminalizing libel, Vitaliy Zhuravsky. In short, the cream of the nation, which for some reason were not taken to Rostov by [Viktor] Yanukovych [runaway Ukrainian President].

I don’t know how to react to this news. What kind of lustration can we talk about, when Yanukovych’s henchmen, without whom there could be no question of his dictatorship, “keep steering” and are going to continue to “steer” the country? This is some type of phantasmagoria–it creates an impression that Ukraine is not going to get rid of its status as a theater of the absurd. It is only unclear as to why Putin needed to invade–with such an approach, we will skillfully and quickly collapse the state from within, without any outside assistance.

The good news:

1. Ukrainian President Poroshenko announced that since the beginning of the so-called ceasefire a large number of Ukrainian captives have been released.

Yet before the announcement of the armistice the security officials did manage to demonstrate a feat–they put the names of prisoners from different agencies together into a single list (which they were unable to do because of red tape since April; every state agency managed their own employees). This work, which is being done by the interdepartmental center supervised by the SBU [Security Service of Ukraine], continues. We very much hope that at least one positive will come out of the “truce”–namely, that none of our guys who got into the paws of terrorists and Russians will be forgotten, and they will all go home.

The situation is worse with the civilian hostages of terrorists. There is information only about those [individuals] whose families have appealed to law enforcement agencies or the SBU. But this is obviously not a complete list of those who truly were captured by the insurgents.

    January 9 – Four Ukrainian military were killed, eight wounded in the last 24 hours, – informed NSDC spokesman Andriy Lysenko. He believes that this is due to arrival of new Russian "humanitarian aid convoy" – weapons, ammunition and terrorists have again arrived from Russia.

    January 9 – Russia hasn't provided any positive signs about the conflict in Ukraine, thus there are no reasons to lift EU sanctions, – stated Foreign Minister of Lithuania Linas Linkevičius on Friday ("Interfax-Ukraine"). He made this statement a day after EU Foreign Minister Federica Mogherini said that she can see "limited positive signs on behalf of Russia". Lithuanian Minister has stressed that Russia continues to support armed groups in eastern Ukraine and sends humanitarian convoys, which are not permitted to be inspected by the representatives of Ukraine or the Red Cross.

    January 9 – Russia became fifth on the list of countries with a high probability of default, ahead of several countries with speculative rating, including Lebanon, Egypt, Portugal.

    January 9 – Lithuania, United Kingdom, Denmark and Estonia have addressed the European Commission regarding an action plan against Russian propaganda campaign (as stated in a letter by foreign ministers of the four countries, addressed to Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy, – reports Delfi.lt). The letter was signed by foreign ministers of Lithuania, the United Kingdom, of Denmark and Estonia Linas Linkevičius, Philip Hammond, Martin Lidegaard and Keit Pentus-Rosimannus. They also warned that "Russia is rapidly expanding its campaign of misinformation and propaganda" in support "of political and military goals of the Russian government".

    January 9 – Ukrainian officer Nadiya Savchenko has been on a hunger strike for 28 days and has lost 10 kilograms. Her attorney Mark Feigin wrote this on his Twitter. Savchenko was transfered to a solitary cell: "She was put in a solitary cell due to her hunger strike," he said. Savchenko is on a hunger strike since December 13th. In Russia she is accused of beinginvolved in the death of Russian journalists. She denies any of these accusations; her defense claims that Savchenko was kidnapped by Russian terrorists and was forcibly taken beyond the territory of Ukraine. In September Savchenko was already held in a solitary cell. At present she is a deputy of Parliament from "Batkivshchyna" Party and a delegate in the Parliamentary Assembly of the Council of Europe.

    February 6 – Russian President Vladimir Putin offered the leaders of France and Germany (Francois Hollande and Angela Merkel) to discuss his plan for Ukraine without the representatives of Ukraine. Today, they flew to Moscow to participate in negotiations. They previously they met with the President of Ukraine Petro Poroshenko. Citing its sources, Le Figaro (France) wrote that the plan of German Chancellor Angela Merkel and French President Francois Hollande to resolve the conflict in Donbas includes non-aligned status and federalization of Ukraine. During the meeting of Ukrainian President Petro Poroshenko with German Chancellor Angela Merkel and French President Francois Hollande, the issue of Ukraine's federalization was not discussed, – informed Sviatoslav Tseholko, press secretary to President Poroshenko. According to Tseholko, Poroshenko has emphasized that Ukraine is and will remain a unitary state.

    February 6 – The European Union will not compromise the independence and sovereignty of Ukraine, – said European Council President Donald Tusk in Brussels on Friday during a meeting with US Vice President Joe Biden.

    February 6 – Evacuation of civilians from Debaltsevo has started; the city is under constant fire. Evacuation has been agreed upon by Ukrainian authorities and the militants – a group of busses transporting civilians, has left the city.

    February 6 – In the village of Zholobok (Luhansk oblast), Ukrainian artillery has destroyed several hundred militants, – said the journalist Serhiy Ivanov, citing his sources. Apparently there are many people of "Asian appearance" among those dead. "Almost none of them were wearing bullet-proof vests and had only one submachine gun round to spare", – informed Ivanov.

    February 6 – The version of resolving the conflict in Ukraine, proposed on the day before, by Russian President Volodymyr Putin was "too cymical." So reports The New York Times, referring to diplomatic sources. "This is not a peace plan. This is a map for the creation of a new Transdnistrovia or an Abkhaziya in Ukraine. This is a cynical attempt to avoid all obligations accepted at Minsk.," stated one of the highly placed diplomats on the basis of anonimity. On Thursday, U.S. Secretary of State John Kerry reported that Germany's Chancellor Angela Merkel and the President of France, Francois Olland received propositions from Putin as to resolving the conflict in Donbas. Details of this plan are unknown, officially neither side has commented at all.

    Kerry noted that Merkel and Olland prepared their plans of achieving peace in Ukraine, with which they also flew to Kyiv on Thursday in order to talk these over with Petro Poroshenko. On Friday, Olland and Merkel will travel to Moscow where they are suppossed to meet with Putin. According to Russian media, Olland and Merkel may propose to Moscow and Kyiv to freeze the conflict in eastern Ukraine.
