Humanitarian mission must obey Ukrainian law — MFA

Statement of the MFA of Ukraine on the delivery of humanitarian aid to the Luhansk Oblast, August 11, 2014

Due to the complex humanitarian and social situation in the Donbas, the President of Ukraine Petro Poroshenko took the initiative regarding the organization of an international humanitarian aid mission to the Luhansk Oblast. In addition to shipments prepared by the Ukrainian side, the mission will also include an international component, in particular humanitarian aid provided by the International Committee of Red Cross, the US, EU and also Russia.

Admission to Ukraine of the humanitarian shipments will be carried out according to Ukrainian legislation and international law and in compliance with the methods employed by the International Committee of the Red Cross and fully shared by Ukraine and the entire world community. The logistic support for the international humanitarian aid mission, specifically in matters of delivery and distribution, will be provided by the International Committee of the Red Cross and Ukraine. With this, it is important that the humanitarian aid be distributed exclusively among the civilian population of the Luhansk Oblast, which for a long time now has suffered from terror and the actions of illegal armed groups.
